REQUIRED BEHAVIOURS, EXPERIENCE AND TECHNICAL SKILLS:

  • A broad understanding of the medium- and long-term economic and fiscal issues facing the UK (Technical skill).
  • Strong analytical skills, ideally with experience of analysis of economic, tax or spending issues (Making effective decisions).
  • A proven ability to combine intellectual rigour with effective communication, clearly explaining technical issues and drafting and presenting for non-expert as well as expert audiences (Communicating and influencing).

Responsibilities

ABOUT THE ROLE

The OBR has around 25 staff working on fiscal issues: covering fiscal analysis; forecasting of receipts, spending and financial transactions; scrutiny of the Government’s policy costings; and additional analysis in respect of the Scottish and Welsh Governments’ devolved responsibilities.
We are recruiting three fiscal analysts to support our work scrutinising parts of the fiscal forecast. This includes the costings of policy decisions, contributing to our devolved forecasts and publications, the Government’s progress on meeting fiscal rules, and fiscal risks and the sustainability of the public finances. Two of the post-holders would sit in our policy costings and devolution team and one post-holder would work across our fiscal aggregates and fiscal sustainability teams. But specific responsibilities will shift between forecasts and other OBR outputs, depending on business need and with the opportunity to reflect the post-holder’s interests.

KEY RESPONSIBILITIES

There are 3 fiscal analyst roles available. Each role will be moulded to suit the successful candidates and business needs, but the core responsibilities across the roles are likely to include:

  • Contributing to relevant chapters of our Economic and fiscal outlook publication at Autumn and Spring forecasts.
  • Leading and contributing to the coordination, quality assurance and challenge of policy costings and/or forecast returns.
  • Contributing analysis and drafting as required for other core OBR publications (e.g. Fiscal risks and sustainability report) and outputs (e.g. website material) as well as working papers and OBR articles.
  • Managing relationships with external stakeholders in HMT, HMRC, other Government departments or devolved governments.
