JOB SUMMARY

The Fiscal Policy Data and Systems Integration Analyst, within the Disability Services Division (DSD), will:

  • Provide data management, analyses and engineering needed to support Disability Waiver Rate System (DWRS) rate development, updates, and implementation for all Home and Community Based Services (HCBS) Disability Waivers
  • Serve as a system integration Iiaison (e.g., bridging fiscal operations and related computer applications)
  • Conducts policy and data analysis and project management activities, develops and implements rate calculation processes and procedures
  • Contributes to DWRS improvements
  • Provide information and training to division staff and community partners

MINIMUM QUALIFICATIONS

2 years professional experience applying statistical and/or research methods to design and prepare qualitative and quantitative studies and reports. Experience must demonstrate the following:

  • Experience using quality assurance tools, concepts, and methodologies to design, implement, and manage evaluation efforts
  • Experience with project management techniques, tools, and practices to support successful project outcomes
  • Experience using information systems design and data analysis to inform policy development

Bachelor’s degree in Statistics, Social work, Public Health or related field may substitute for 1 year of professional experience OR Master’s degree in Statistics, Social work, Public Health or related field may substitute for 2 years of experience

PREFERRED QUALIFICATIONS

  • Recognize the public implications of a wide variety of issues and trends and determine the stakeholders and participants for policy issues.
  • Use adult learning principles and techniques sufficient to provide information, guidance, technical assistance and written instructions to diverse audiences (e.g., contractors, staff and external stakeholders).
  • Work effectively as a team member and independently, often in ambiguous and changing circumstances, responding to multiple priorities and within tight timeframes
  • Advanced skills in Microsoft Office Suite (Word, Excel, Access, PowerPoint, Visio, SharePoint, Project Management Software), ability to learn, understand and apply new technologies
  • Variety of experiences working effectively with others from different backgrounds and/or cultures
