Description:

FLEET AND FACILITIES MAINTENANCE SUPERVISOR

This position is responsible for the asset management of Town owned vehicles, equipment, and facilities. This role focuses on developing and implementing efficient and cost-effective preventive maintenance and repair programs to ensure the longevity and reliability of all assigned assets.

Duties and Responsibilities

  • Plan, supervise, inspect, and schedule the overall day-to-day maintenance and operation of municipal facilities including interior/exterior maintenance, equipment/machine repair, carpentry, plumbing, electrical work, renovations, chillers, etc.
  • Work with the Manager of Parks and Recreation to coordinate season start-ups and shutdowns (Canteens, Washrooms, Splashpads, etc.).
  • Oversee all fleet asset management from acquisition to surplus per Town policy. Monitor asset condition and develop lifecycles with appropriate reserve contributions for replacements.
  • Oversee unionized staff and collaborate with departmental supervisors to appropriately inspect, coordinate, and schedule the maintenance and repair of fleet and facility assets.
  • Provide direction and supervision to the office support staff regarding fleet and facility maintenance and customer service.
  • Maintain an updated catalogue and inventory of all fleet, equipment, and facilities, and ensure accurate documentation of inspections and maintenance activities.
  • Administer and coordinate maintenance contracts for building systems (i.e., mechanical, refrigeration, and HVAC) and fleet (small engine, light duty fleet, and heavy equipment).
  • Oversee the fleet procurement process by collaborating with departments and end-users to determine anticipated equipment requirements, prepare purchase specifications, and properly equip vehicles for their specific purposes.
  • Assist in developing the facility and fleet maintenance budget. Submit recommendations, monitor expenditures, and prepare cost estimates to ensure compliance with set budgets.
  • Collaborate with the Human Resource Assistant/Health and Safety Coordinator to ensure that all staff are properly licensed for their positions and to regularly verify the driver abstracts of all Town staff.
  • Ensure that the Town’s Commercial Vehicle Operator’s Registration (CVOR) remains in good standing and maintains a positive safety rating.
  • Confirm that all fleet vehicles are adequately insured by collecting the necessary information for renewals and ensuring that all required documentation is present in each vehicle.
  • Ensure that vehicle recalls, and warranty claims are filed promptly with the appropriate service provider.
  • Oversee and update the Town’s Automated Vehicle Location (AVL) equipment and associated software as needed. Monitor vehicle and equipment usage to ensure compliance with Town policy and participate in investigations related to disciplinary actions.
  • Oversee and optimize the Town Pool Vehicle Program, ensuring a fleet of light-duty small vehicles is available for staff in departments without assigned vehicles.
  • Work with the Human Resources Assistant/Health and Safety Coordinator to ensure that staff receive proper training on the equipment and vehicles they operate.
  • Ensure that staff complete the necessary inspections of both facilities and fleet, following relevant legislation and Town policy (Fire Code, Health Code, Joint Health and Safety, etc.).
  • Ensure excellent customer service is provided in accordance with all established procedures, work practices, and the Town’s customer service principles.
  • Respond to after-hours emergencies when equipment breaks down, automobile accidents, facility alarms, etc.
  • This reporting relationship for the position is under review, currently, the position reports to the Director of Public Operations.
  • Other duties as assigned.

Qualifications

  • Must have an Ontario Secondary School Graduation Diploma.
  • A post-secondary school Community College diploma in Motive Power Technician, Mechanical Engineering Technician, Business, or a related field would be considered an asset.
  • Certification or training related to automotive or truck/trailer repair or facility maintenance.
  • At least five years of progressively responsible experience in public or general administration, including two years of supervisory responsibilities.
  • Must hold and maintain a current, valid, and lawful Class ‘D’ Driver’s Licence with a ‘Z’ endorsement.
  • An equivalent combination of education and experience sufficient to perform the essential functions of the job will be considered.
  • Good interpersonal, problem-solving, and time management skills.

Working Conditions

  • Work is performed in both an office environment and outside in a supervisory role on a 35-hour work week and is subject to responding to emergency calls.
  • Works outside, sometimes in inclement weather.
  • Driving around the municipality as required.
