Description ATSI support services are growing. We are currently seeking a dedicated professional with a proven track record of success to join our team. This position supports the Office of Naval Research (ONR). The FCT Program Specialist provides comprehensive program support to the Office of Naval Research (ONR) Global FCT Program. This position supports the planning, execution, and oversight of FCT activities, including technical coordination, administrative management, and financial tracking to ensure program objectives are met efficiently and in compliance with applicable policies. The Specialist accepts technical tasking and task prioritization from the ONR Global Director of Foreign Comparative Testing, who will serve as the Technical Point of Contact (TPoC). Requirements Key Responsibilities Provide technical, administrative, and financial management support to the ONR Global FCT Program. Support the evaluation of foreign technologies by applying analytical and evaluative techniques to assess technology maturity, cost, risk, and supportability. Assist in program planning, execution, tracking, and reporting across multiple FCT efforts. Support coordination with ONR program officers, science advisors, DoN stakeholders, Fleet representatives, and other government and industry partners. Assist with documentation, briefings, schedules, metrics, and reports related to FCT activities and technology transition efforts. Track program funding, milestones, and deliverables to ensure alignment with approved plans and priorities. Support technology transition activities from evaluation through potential adoption by Fleet or Force users. Ensure all communications and deliverables are professional, clear, and compliant with DoD standards. Required Qualifications Bachelor’s degree from an accredited college or university and a minimum of 10 years of relevant experience; or Associate’s degree from an accredited college or university and 15 years of relevant experience; or 15 years of experience as a member of the U.S. military or as a DoD contractor supporting technology development and transition efforts. Experience using analytical and evaluative techniques to identify and assess technologies for maturity, cost, and supportability. Experience in a combination of the following areas: Program management Technology Evaluation and Exploitation Fleet or Force Operations Fleet Experimentation DoN Science & Technology (S&T) organizations Technology transition U.S. Citizenship is required. Active DoD Secret clearance. Proficiency with Microsoft Office 365, including Word, PowerPoint, Outlook, SharePoint Online, Teams, and Excel. Demonstrated ability to communicate effectively in writing and verbally in a professional, courteous, and proficient manner. Effective at working independently and collaboratively.
