Status: Exempt Working Conditions: Works in a typical office setting and from employee’s home, or other community location as established by flexible work agreement, to complete paperwork, documentation, and other indirect service tasks. Meets clients in home, foster home, residential facility, hospital, or other community locations as needed; drives an automobile on a routine basis in all types of areas; must have reliable transportation. Requires sitting, standing, bending and reaching. May require lifting up to 25 pounds. Requires manual dexterity sufficient to operate standard office machines such as computers, copiers, calculators, the telephone and other office equipment. Requires normal range of hearing and vision. Supervisor manages their own schedule, ensuring that they are in the office(s) as needed to provide support to the FCCM Team and attends all required meetings. Position Summary: The FCCM Supervisor is responsible for supervising the Foster Care Case Management (FCCM) Team, as well as assisting with the development, implementation, and maintenance of all treatment, care, and the Wraparound philosophy for children and families served by the foster care program. The FCCM Supervisor is responsible for overseeing the case management of the children assigned to PCHAS for their region. The Supervisor promotes effective utilization of support services to achieve permanency for children and families. The FCCM Supervisor provides supervision for up to seven (7) Foster Care Case Managers (CMs) or six (6) CMs and a Lead Case Manager, as applicable. The Supervisor provides guidance, support, and conducts performance evaluations/appraisals of CMs and, as applicable, Lead Case Managers (LCM). Essential Job Functions: Follows all contractual and agency policies, procedures, and seamless delivery of services to children and their families. Promotes contract compliance to the FCCM Team and ensures Case Managers (CMs) fulfill contract standards and requirements. Assists with documentation audits to ensure compliance, accuracy, and best practice. Assigns new referrals to CMs. Provides oversight of full case management services to children and their families in the MO foster and adoptive care system from the time of assignment until case closure or transfer. Maintains a focus on overall treatment of children and families, including the Wraparound Process, Signs of Safety and 5 Domains of Wellbeing, behavioral management interventions, and moving children to permanency while maintaining them in a safe, least restrictive, stable setting. Responsible for maintaining specified average costs of care for all assigned clients, ensuring CMs stay within budget. Ensures authorizations are entered on a monthly basis by CMs and approves authorizations and check requests regularly. Reviews overhead costs of team and makes spending decisions based on available funding. Provides supervision for CMs. This includes weekly individual supervision for newer CMs and a minimum of once per month for experienced CMs. Facilitates twice monthly team meetings and keeps team informed of goals, objectives, policies, accomplishments, and issues. Provides professional development opportunities to the team. Ensures CM compliance of data entry, including documentation of all activities, in FACES (state online database system) and CSWIS (consortium online database system) in a timely and accurate manner. Requirements Supervisor shall possess or be currently enrolled in a master’s degree in social work, psychology, counseling, education, criminal justice, or a related human services field. Minimum of one (1) year of supervisory experience and three (3) years of experience providing Wraparound services, community-based services, and/or case management services. Must have good knowledge of: Wraparound services, Missouri State Children’s Division practices; Missouri Department of Social Services funding streams; Missouri service systems; and experience in program development and understanding of administrative issues. Skills Represents Presbyterian Children’s Homes and Services (PCHAS) to the professional community. Must have strong verbal and written communication and ability to represent the agency well. Builds and maintains positive community relationships with Children’s Division personnel, placement and treatment providers, schools, and agency partners. Builds and maintains rapport with children, parents, and families; actively managing and resolving conflicts. Excellent time management, organization, planning, and assertive communication skills. Works a flexible schedule, as approved by the Regional Director, to be available at varying times to meet the needs of the family (often outside of normal working hours). Plans, arranges, and/or provides crisis intervention services as needed. Informs FCCM Team of consortium and agency goals and objectives and upholds individual strengths and accomplishments. Provides learning opportunities for Foster Care Case Managers through discussion, modeling, and professional development strategies. Maintains confidentiality and HIPAA standards for all assigned clients and families. Must be able to operate computer using agency approved software programs, and other office machines such as copier, calculator, telephone, etc. Must have the ability to navigate multiple data entry systems. Working knowledge of risk management strategies and decision making that is legally and ethically sound. Strong leadership and interpersonal skills, and ability to use big picture thinking to plan and problem solve. Must be able to analyze many variables and choose the most effective course of intervention at any given point in time. Must handle novel and diverse work problems on a daily basis. Personal maturity is an important attribute. Must be able to resolve problems, handle conflict and make effective decisions under pressure. Must have a long attention span in order to listen to people, perceive the real problems and bring issues to a successful conclusion. Must have the ability to work with people from various ethnic groups in a culturally competent manner. Other Requirements: Must hold a valid driver’s license, have and maintain a risk-free driving record. Must be willing to undergo initial and periodic child abuse/neglect, criminal history, sexual offender, and childcare/elder care disqualification list screenings. As requested, must submit fingerprints for review by the state of your employment and Federal Bureau of Investigation (FBI). Must undergo a pre-employment drug screen and a pre-employment physical with the results showing no evidence of communicable disease.
