With plans to see SP Energy Networks (SPEN), part of the ScottishPower Group, look to invest over £10bn in transmission projects across our transmission network in central and southern Scotland by 2030, the Transmission Customer and Commercial team will play key roles in supporting SPEN to work at pace to deliver the transmission network that is required to support ambitions Scottish and UK Government 2030 targets.
The Contracts Manager supports the development of SPT’s Framework strategy ensuring both UK and Global Procurement requirements are satisfied and facilitating efficient delivery of SPT programmes of work.
The postholder is responsible for developing, monitoring, and managing individual Frameworks and external Suppliers, achieving a consistent approach in the development, delivery and implementation stages ensuring maximum efficiency, quality, service, and profitability for the SPT business. This involves maintaining regular communications with SPT Management Team and Procurement team.
They will lead the Contract Analyst Team (up to 4 direct reports) in undertaking a range of financial and contract management analysis tasks in support of the management and delivery of the Contracts and Frameworks with a strong focus on financial and business performance tracking and reporting.
In addition, the role will also be responsible for effective Supply chain development and management, helping to grow the pool of potential contractors.
What you’ll be doing
- Leading the development strategies for frameworks and managing, renewing and identifying future needs for Frameworks (within their area of responsibility) with an individual value of up to £300m, and total value in excess of £1bn
- Manage and mitigate complex programme and financial risk through effective risk management of Frameworks (within their area of responsibility).
- Development and management of Framework contracts to facilitate the SPT Capital and Operational programmes of work with a greater focus on framework management and control.
- Support the development, maintenance, and oversight of the master SPT Purchasing Plan covering the main programmes, contracts, and frameworks for SPT for the period of 2022 to 2030.
- Driving and measuring continuous improvement by sharing lessons learned across the business and from external benchmarking, to drive improved efficient ways of working preventing value leakage and ensuring best practice from within SPT.
- Deliver effective stakeholder management of external Framework contractors through establishing and managing a framework of KPI’s and contractual arrangements
- Accountable for developing and managing the external Supply Chain both nationally and internationally to attract new entrants to existing markets and develop existing suppliers to increase levels of competition and availability.
- Collaboration with Licence Contracts managers, internal stakeholder to identify any delivery synergies in contract placement and delivery across licences.
- Collaboration with internal colleagues at all levels to delivery optimal framework strategies and outcomes e.g., Procurement, Global Procurement, Control, Global Control, CofE and NP&R.
- Establish and maintain close links with Section/Department Heads to implement lessons learned associated with Frameworks and ensure that lessons learned are fed back into front end of the process.
- Develop, implement, and monitor Framework KPI’s to ensure continuous improvement.
- Provide contract management expertise/guidance to Business users associated with Frameworks.
- Develop and produce monthly/weekly Framework contract management reporting with focus on financial and performance information highlighting trends or areas for improvement.
What you’ll bring
We are looking for an individual who has:
- Degree in engineering, business, commercial or a related discipline, or equivalent experience.
- Experience of supplier management in a construction environment.
- Experience of managing a complex programme of contracts, multiple work programmes and commercial contracts.
- Ability to prioritise workloads and deliver to agreed timescales and quality standards
- Ability to influence and represent SPEN at a number of external forums at a senior level
- Relevant experience in a managerial position.
- Enthusiastic and flexible individual with drive to succeed.
- Excellent communication skills with individuals at all levels.
- Well-developed consultation and negotiation skills.
- Good organisation and time management skills.
- An effective and confident written and verbal communicator.
