Position 12: /Functional Specialist/Advisor—Level 4
Overall Assignment Description: Leverages knowledge of IA’s missions to identify current and future needs, evaluates, integrates and transitions new technologies into IA multilateral operations.

Duties include:

  • (U) Supports IA on all technology issues, projects, etc. related to NGA’s multilateral partnerships.
  • (U) Promotes requirements to enable future multi-partner collaboration and sharing.
  • (U) Provides technical expertise to desk officers in support of visits, trips, exchanges etc.
  • (U) Assists IA in developing multilateral technology requirements for future IA Program Builds.
  • (U) Provides technical expertise and recommendations in support of changes to classified partnerships.
  • (U) Supports programmatic requirements for enhancements to, or replacement of critical Disclosure and Release tools.
  • (U) Develops solutions for relevant NGA elements related to ongoing Identity Access/Identity Management efforts on NGA’s foreign partnerships.
  • (U) Involved in all phases of program process lifecycle including tool maintenance and updates.
  • (U) Recommends best software tools to support current workflows.
  • (U) Assists mission partners with defining, building, and executing their requirements out of VTC and partners collaboration spaces.
  • (U) Provides technical expertise to support the development and assessment of technical requirements for future IA program builds.
  • (U) Develops and implements a disciplined, data-driven, and repeatable methodology to enable effective analyses and prioritization of IA technical requirements in support of the IA requirement process.
  • (U) Assists IA in developing/evaluating technology related initiatives, topic, issues to enable achievement of IA technology goals and objectives. Develops and or recommends technology solutions to enable effective and efficient process improvement.
  • (U) Performs technology related studies, investigations, and analysis of alternatives to determine impacts to and opportunities for IA. Provides recommended courses of actions and way ahead, along with substantiating facts and assumptions, to enable new and improved functionality/capability that will ensure successful integration of international partners into our GEOINT global enterprise.
  • (U) Assists in the development of a strategic plan and assists with its execution to enable successful integration and transition of information technology services, products and capabilities in support of NGA’s foreign partnership efforts.
  • (U) Tracks, monitors and reports progress of NGA’s transformation initiatives, to include but not limited to artificial intelligence, machine learning, data science, analytical and collection model development, to determine impacts to and opportunities for IA to deepen international relationships.
  • (U) Provides risk and schedule status report for assigned projects/tasks.

Skills and Experience:

Required

  • (U) Demonstrated experience in using project management tools, techniques and processes.
  • (U) Demonstrated experience in developing, using, or evaluating enterprise architectures. using common architecture methodology such as the DOD Architecture Framework (DOD), Federal Enterprise Architecture, or Zachman models.
  • (U) Demonstrated experience establishing initial and long-range goals and objectives.
  • (U) Demonstrated experience providing recommendations and draft solutions regarding technology challenges to assist office and agency leadership regarding foreign partner engagement.
  • (U) Demonstrated experience using, developing and maintaining SharePoint.

Desired Skills:

  • (U) Demonstrated experience in using presentation techniques and visualization effects to develop effective briefing materials.
  • (U) Demonstrated experience facilitating monthly meetings and updates.
  • (U) Demonstrated experience maintaining complete chronological history of significant events and decisions.
  • (U) Demonstrated experience reviewing and verifying funding and program requirements.
  • (U) Demonstrated experience developing and managing financial and logistics plans.
