MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of professional experience in the collection, integration, evaluation and analysis of criminal/terrorism information and/or intelligence.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
  • A Master’s degree in Criminal Justice, Intelligence Management, Law Enforcement, Political Science, Forensic Science or closely related field may be substituted for one (1) additional year of the General Experience.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

• Experience with intelligence regulations including open source intelligence collection.
• Experience collecting, analyzing, and disseminating intelligence data related to criminal conduct or activity including terrorism.
• Experience tracking and organizing data collection of trends associated with terrorist and other criminal activities.
• Experience providing analyses of cybersecurity issues and trends.
• Experience using written and oral communication to prepare multimedia presentations of analytical material including intelligence data and criminal activity findings.

SPECIAL REQUIREMENTS

  • For a DEMHS or CSP position, must obtain a Department of Homeland Security Secret Security clearance within nine (9) months of appointment to class.
  • Incumbent in this class must possess and retain a valid Motor Vehicle Operator’s License.

CHARACTER REQUIREMENTS

Responsibilities

YOUR ROLE

CTIC Fusion Center Analysts work in four functional intelligence areas, including: Terrorism, Criminal, Critical Infrastructure and Cyber.

As a Fusion Center Analyst, you will primarily be responsible for sifting through vast sets of information to derive meaning by:

  • Gathering and compiling information from various sources, including law enforcement databases, open-source intelligence analysis, and other intelligence feeds.
  • Utilizing geospatial mapping techniques and analytic writing to identify patterns, trends, and links between criminal activity, including potential threats and vulnerabilities.
  • Preparing intelligence products in order to share timely information with relevant stakeholders, including law enforcement agencies, government entities, and private sector partners.

Our leadership team will train the hired candidate on the day-to-day workflow. CTIC leadership will also encourage and provide ample opportunities to obtain professional training in the advanced areas of intelligence analysis.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Emergency Services and Public Protection this class is accountable for independently performing a full range of tasks in the evaluation and analysis of criminal/terrorism information and intelligence.

EXAMPLES OF DUTIES

  • Performs duties and responsibilities related to intelligence sector assigned;
  • Collects, integrates, evaluates, analyzes, and disseminates as appropriate intelligence data such as:
  • the patterns, structure, trends and movement of any individual or group, business or partnership which directly relates to criminal/terrorist conduct or activity and for which there is reasonable suspicion;
  • the state’s critical infrastructure systems and assets as they relate to the National Infrastructure Protection Plan (NIPP), or similar plan and the National Critical Infrastructure Prioritization Program (NCIPP) or similar plan, including conducting and/or coordinating identification and security assessment of such infrastructure;
  • cybersecurity intelligence information, including intelligence data of the federal intelligence cycle, network intrusion reports, including assessments to evaluate cyber security posture;
  • creation, review and update of Geographic Information System points of systems and assets;
  • Coordinates the exchange of interstate and intrastate information pertaining to criminal activity and criminal movement;
  • Collects, rapidly analyzes, and disseminates as appropriate information on criminal activities to support law enforcement criminal investigations;
  • Establishes links between crimes that include identification of criminal history and criminal relationships to aid in making connections between members of criminal organizations;
  • Synthesizes input from multiple data streams to aid in criminal investigations;
  • Uses deductive and inductive reasoning to formulate recommendations;
  • Adheres to prevailing state and federal laws and policies regarding the handling of criminal offender record information and document classification markings including sensitive but unclassified and classified information;
  • Derives criminal/terrorism related intelligence through blending, analyzing and evaluating relevant horizontal and vertical sources;
  • Assists in developing and planning criminal/terrorism and intelligence data procedures;
  • Assists with formulation and dissemination of intelligence data;
  • Works with federal, state, municipal, military, tribal and private sector to obtain criminal/terrorism information and intelligence data;
  • Tracks local, state, national and international trends;
  • Collects, analyzes, and reports forensic and situational data associated with ballistic, DNA, or fingerprint system leads;
  • Collates message traffic and other communications and alerts unit leadership of developments and or significant changes applicable to assigned area;
  • Promotes the agency’s intelligence analysis units to relevant outside parties to encourage the exchange of criminal intelligence information between agencies;
  • Prepares and makes presentations on intelligence data, developments and findings;
  • Prepares comprehensive reports containing vetted intelligence data;
