Description of Work SALARY RANGE: $50,76.00 - $78,526.00 The GAL Program Specialist II is the primary point of contact for the district office for potential child advocate volunteers, child welfare staff, court partners, and the community. The Program Specialist II provides administrative and management support for the District Administrator, Program Supervisors, Attorney Advocates and other NCGAL staff who may be working to support child client work in the district. The position requires travel to both offices and courthouses in Guilford County, as well as travel to other counties to support child clients, visit the child in placements, prepare court reports and testify in court. Knowledge Skills and Abilities/Management Preferences Responsibilities include, but are not limited to, the following: Respond to inquiries from potential child advocate volunteers. Review volunteer applications, conduct criminal, reference, responsible person, registry, and other required checks. Create correspondence, reports, newsletters, and other intra- and inter-office communications. Manage appointment and release orders for child advocate volunteers, staff and the program. Track case assignments and develop strategies for case assignment in consultation with the District Administrator. Triage cases without child advocate volunteers by investigating issues, visiting child clients, and interviewing people with relevant information needed to effectively advocate for the children whose cases you may be assigned to manage. Notify child advocate volunteers and staff of scheduled and ad hoc reviews, conferences, staffings, and hearings. Under direction of the District Administrator, visit child clients, prepare court reports, and attend court prepared to testify. Provide case management for other court proceedings for staff and volunteers. The Program Specialist may also manage up to 26 child advocate volunteers, as needed. Work with staff and statewide Committees on recruitment and training plans. Schedule training and track completions for attendees. Maintain online profile and coordinate with GAL Program Administrative Specialist on Outlook Directories. Handle other duties, as assigned by the District Administrator, Regional Administrator, State Office Staff, or district staff. Knowledge, Skills and Abilities / Competencies: Knowledge of: office practices and procedures to organize and maintain the office; Microsoft Office platform; Enterprise Justice; accurate data collection and entry practice; the mission and responsibilities of the NC Guardian ad Litem Program; federal child welfare law and practice; NC General Statues and Chapter 7B (child abuse, neglect and dependency law); NC Administrative Office of the Courts policies and procedures, NCGAL policies and procedures, and other general governing policies as to how work is to be performed; supervision techniques and practices; adolescent development and behavior; family dynamics; court practice, processes and responsibilities; effective public speaking; excellent verbal and written communication skills; ability to establish and maintain effective working relationships with others which will encourage positive outcomes for the child clients the NCGAL Program represents. Skills in: working with community volunteers. Ability to: apply specific rules and regulations to process; maintain records and documents; gather and report statistical information; transcribe material into correct form and to use proper grammar, punctuation, and spelling; listen with tact and diplomacy; exercise sound judgment; effectively use computer software available to the office; supervise volunteers and evaluate their performance; provide guidance to volunteers in writing advocacy plans, reports to the court and making recommendations to the court in the best interest of children; provide creative leadership in recruiting, supervising, and maintaining volunteers, speak effectively in public; clearly express ideas orally and in writing, establish and maintain effective working relationships with others.
