Position Overview
Under direct supervision of the Gaming Licensing Manager, the incumbent is responsible for assisting the gaming licensing specialist investigator and Gaming Licensing Manager in the licensing of gaming employees and vendors in accordance with Tribal, State, and Federal gaming licensing requirements. Also, will assist with general administrative and clerical support services for the Gaming Commission staff.
Essential Functions
Primary function will be to provide support and backup for the Gaming Licensing Specialist Investigator in all aspects of the Gaming Licensing Specialist job duties and may interact with all casino personnel and vendors seeking gaming licenses.
Maintains confidential gaming files and ensures accuracy and the completeness of each file.
Assists with investigations of gaming applicants by conducting thorough background investigations in accordance with Tribal, State, and Federal laws.
May prepare documents and prepare investigative findings for review and approval by the Gaming Licensing Manager and Gaming Director, as well as compose and process letters, memos and reports.
May ensure that license fees are logged and paid in a timely manner.
May ensure that all vendors whose business with the Pawnee Nation’s gaming establishments meets or exceeds $25,000 are licensed in accordance with the Tribal-State Compact.
Handles all correspondence related to licensing and maintains strict confidentiality of all background information.
Performs clerical duties assigned by the Gaming Licensing Manager that will include telephone reception, “requestor” in Microix for all office support activities (travel, invoices, etc.) orders office supplies and maintains supply cabinet in a neat and orderly fashion.
Contributes to a team effort;
Performs other duties, as assigned and within the scope of the position.
Qualifications
Educational Requirements
Minimum: High school diploma or GED.
Preferred: Associate degree or successful completion of a Vo-Tech Career Training Program in Business Administration or related field of study.
Experience Requirements
Minimum: One (1) year of directly related work experience.
Preferred: Three (3) years tribal government and direct work-related experience.
Knowledge, Skills, & Abilities
Computer:
Proficiency in Microsoft applications, including Word, Excel, Outlook, Internet Explorer, Microix, Paycom, Share Point, etc;
Proficiency in the proper use and operation of standard office equipment (fax, copier, telephone, shredding machine etc).
Communication:
Ability to establish and maintain professional relationships.
Ability to communicate effectively with co-workers, supervisors, external vendors, and other concerned parties.
Skilled in the use of business communications (proper spelling/grammar);
Skilled in the use of business arithmetic (accounting, etc).
Miscellaneous:
Ability to pass a criminal background check.
Ability to obtain a gaming license in accordance with National Indian Gaming Commission and State of Oklahoma standards.
Must acquire knowledge of the Tribal-State Compact and National Indian Gaming Commission laws and regulations.
Must acquire the ability to interpret and follow applicable federal, state, and local laws, regulations and requirements.
Must possess the ability to interact and maintain good working relationships with individuals of varying social and cultural backgrounds.
Must demonstrate strong organizational skills, with the ability to prioritize.
Must possess the ability to meet deadlines and work well under pressure.
Must acquire the ability to effectively conduct research, analyze information, interpret data, and prepare business reports.
Must be available for work-related travel.
Must maintain confidentiality.
Must work independently.
Must possess a valid Oklahoma drivers’ license and be insurable with Pawnee Nation’s insurance carrier.
Physical Demands
While performing the duties of this job, the employee regularly is required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee occasionally is required to stand and walk. The employee must occasionally lift and/or move up to 25 pounds.
Work Environment
Work is generally performed in an office setting with a moderate noise level. There is regular interaction with the public, other agencies, and employees. Tight time constraints and multiple demands from several people are common. Travel may be required for training, meetings, conferences, presentations, and other events.
