Kindly note that the position might be filled before the vacancy announcement is closed; therefore, early applications are encouraged.*** The Opportunity – Fleet Officer Post location:  Gaza Field Office Contract Duration: till end of December 2026   ROLE PURPOSE:  This role will be responsible for the management of the fleet (rental and owned) of SCI vehicles in Gaza. This person will be responsible for supervision of drivers and will support the Supply Chain Manager to apply the best use of Save the Children’s fleet resources.  The post-holder will be responsible to help enforcement of fleet policies and procedures and capacity building to newly recruited drivers.   SCOPE OF ROLE:  Reports to: Gaza Supply Chain Coordinator Staff directly reporting to this post: Drivers, Facilities Management Assistant Budget Responsibilities: None   KEY AREAS OF ACCOUNTABILITY:  Essential * Provide functional and operational management to Gaza teams on fleet management, ensuring alignment with the fleet policy, associated manuals, SOP’s and procedures on all fleet related matters, including providing technical guidance, problem solving, and decision-making support to field teams and senior management. * Maintain all relevant documentation related with daily fleet management according to SCI policies including supervision, performance management, duty of care, safeguarding, security, and code of conduct compliance. * Lead the management and escalation of fleet-related incidents, including accidents, breakdowns, violations, and operational disruptions, ensuring proper documentation, follow-up, and coordination with relevant internal and external stakeholders. * Build capacity of drivers (SCI employees and drivers under service contract) and ensure policies and procedures are followed including supervision, performance management, duty of care, timely submission of driver timesheets and fleet-related documentation and compliance with safety, safeguarding, and code of conduct standards. * Compile and complete all necessary data and monthly reports as per SCI policies and procedures, including analytical fleet reports, fuel and movement dashboards, and management updates to support operational and strategic decision-making * Establish and maintain transparent fuel management systems for vehicles and generators, including issuance tracking, consumption analysis, reporting, and review of fuel invoices for accuracy and completeness. * Monitors the issuing and use of fuel by maintaining an accurate, clear, and transparent record of fuel consumption for vehicles and generators including reconciliation, internal controls, and accountability mechanisms. * Forecasts and ensures sufficient fuel contingency levels are appropriate for continuing SCI operations including fuel forecasting, contingency planning, and risk mitigation measures during emergencies and access constraints.  *  Coordinates transportation of staff and goods in the field including daily and weekly transportation planning for cars and busses to ensure efficiency, cost-effectiveness, and compliance with safety and security requirements. * Ensure that all Standard Operating Procedures (SOP) regarding safety, security and transportation are implemented and adhered to by hired drivers and SCI passengers acting as a key role in risk management and duty of care for staff, vehicles, and supplies. * Acts as focal point for all daily movements and security authorizations needed for transportation of staff and goods in direct coordination with the Gaza management team and Safety & Security Manager for access approvals and clearances. * Coordinates with transportation companies for the proper delivery of goods for international and national deliveries including performance monitoring, contractual compliance, and quality assurance of service providers.  * Develop and implement preventive maintenance planning for vehicles and buses with service providers to minimize breakdowns and operational disruptions. * Coordinate and provide oversight on facilities Assistant, who is managing the Generator, Solar Power desalination unit 7 sewage systems, also make sure the vehicle parking areas, yards, and access locations, are safe, compliant, and in good working condition. * When necessary, communicates and coordinates with WFP Logistics Cluster for any incoming international cargo and any inland transportation organised through the WFP Logistics Cluster and represent SCI in coordination with clusters, WHO, UNOPS, and other partners to request, negotiate, and secure fuel allocations in complex and high-risk operating environments. * Proactively identify fleet, fuel, and transportation-related risks and operational gaps, and provide recommendations to the Gaza Senior Management Team on mitigation measures and system improvements. * Remain available to provide fleet and transportation support during emergencies and outside normal working hours, including official holidays, as required by operational needs. * Support the Gaza management team through facilitation, communication, coordination, and translation on fleet-related operational matters as requested.      In order to be successful, you will bring/have:    QUALIFICATIONS AND EXPERIENCE Essential * University degree in Business Administration, Mechanical Engineering, or a related field.  * At least 3 years of prior NGO experience in Fleet systems, processes and supervision, within large scale country programmes and in emergency response/humanitarian environments  * Experience in Fleet operations  * Proven track-record in Fleet functions and preferably supervising drivers, and providing training and capacity building  * Ability to build relationships quickly with a wide range of people, both internally and externally  * Good communication (written and spoken), and interpersonal
