The IRC began planning to reopen an oPt country program in mid-2022 and launched an emergency response in Gaza in October 2023. The organization is currently supporting a network of local partners in both Gaza and the West Bank to sustain critical health, protection, food security, cash, education, and early childhood development interventions. The IRC is also deploying emergency medical teams to provide surge clinical capacity in hospitals and other health facilities. The IRC is working to scale its emergency response while building a longer-term oPt country program in parallel. This effort is being jointly managed by the Emergencies and Humanitarian Action Unit (EHAU) and the Middle East and North Africa (MENA) region, with a view to eventually transition the country program fully under the MENA region. In Gaza, the IRC is currently scaling up its direct program implementation in protection, with a particular focus on child protection and women’s protection and empowerment / gender-based violence (GBV) programming. IRC’s child protection program in Gaza aims to ensure that girls and boys are protected from and treated for the consequences of violence, abuse, and exploitation, family separation is prevented, and appropriate care is provided in emergencies. POSITION OVERVIEW Under the supervision of the WPE Officer, the GBV Caseworker will be responsible for providing high-quality, survivor-centered case management services to women and girls who have experienced or are at risk of gender-based violence (GBV). She will ensure timely and effective responses in line with GBV guiding principles—safety, confidentiality, respect, and non-discrimination and in accordance with the Interagency GBV Case Management Guidelines. The GBV Caseworker will work closely with community-based structures, service providers, and other IRC team members to ensure effective referral pathways and holistic support for survivors She will work closely with community-based structures, service providers, and other IRC team members to strengthen referral pathways and ensure holistic support for survivors. The Caseworker will also contribute to awareness-raising activities, risk mitigation efforts, and community engagement initiatives aimed at reducing GBV risks and promoting women’s empowerment. The position will be based in Gaza City, with field visits to surrounding areas as required. RESPONSIBILITIES GBV Case Management Provide individualized, age-appropriate, and survivor-centered case management services to GBV survivors in line with IRC WPE standards and the GBV Guiding Principles (Respect, Safety, Confidentiality, Non-discrimination). Conduct assessments, crisis counseling, safety and risk planning, and develop individual action plans based on survivors’ needs and priorities. Ensure safe, timely, and confidential referrals to relevant services, including health, psychosocial, legal, protection, and livelihood support, in accordance with established GBV referral pathways. Provide emotional support and basic psychosocial counseling, ensuring survivors feel respected, heard, and empowered. Participate in regular one-on-one supervision sessions with the GBV-CM Supervisor to ensure quality case management and staff well-being. Referral Management and Service Coordination Maintain effective coordination with service providers, community leaders, and other implementing partners to facilitate integrated, survivor-centered support. Ensure functionality of GBV referral protocols and raise any gaps or concerns to the WPE Officer. Participate in case conferences, supervision sessions, and capacity-building activities. Support service mapping and continuous updating of GBV focal points and referral networks. Advocate for improved coordination, timely referrals, and quality service delivery for survivors. Work closely with other IRC sectors and external service providers on a daily basis to ensure a holistic and integrated approach to survivor support and participate in coordination and inter-agency meetings to strengthen intersectoral GBV response. Support to Awareness and Community Engagement Provide technical input and coordination support to community facilitators and outreach workers during GBV-related awareness or risk reduction activities. Ensure that information shared in community activities aligns with GBV guiding principles and promotes access to survivor-centered services. Assist the WPE team in identifying and referring women and girls at risk through established internal referral mechanisms. Contribute to preventive community engagement efforts that strengthen safety and protection for women and girls. Coordination and Representation Participate in case management meetings and field-level case conferences to share updates, ensure consistent follow-up, and strengthen inter-agency coordination. Coordinate with IRC sectors (WPE, health, nutrition, WASH, and protection) to provide integrated support to survivors. Maintain strong relationships with IRC partners, local authorities, and NGOs to enhance referral pathways and promote coordinated GBV response efforts. Documentation and Reporting Maintain accurate, timely, and comprehensive case management records in the organization’s information system, tracking qualitative and quantitative indicators while complying with data protection standards. Ensure all data collection and information management comply with IRC’s data protection and information-sharing protocols. Submit monthly activity and progress reports to the WPE Officer, highlighting achievements, trends, and challenges. Inform supervisors of supply needs and logistical requirements related to case management and psychosocial support activities. Training and Capacity Building Participate actively in internal and external training, workshops, and capacity-building sessions on GBV, case management, and psychosocial support. Share acquired knowledge and skills with peers to strengthen team capacity and program quality. Requirements Education: Bachelor’s degree in social work, Psychology, Counselling, Gender Studies, or a related field is Preferred. Experience: Minimum of 2 years of relevant experience providing direct support to GBV survivors or working in protection or case management within a reputable agency. Experience working with survivors of violence, especially in humanitarian or emergency settings, is highly desirable. Strong knowledge of GBV principles and case management, with understanding of the dynamics of violence against women and girls and commitment to their protection and empowerment in the Gaza context. Skills and Competencies: Familiarity with GBVIMS or other case management and data protection systems is an asset. Excellent communication, facilitation, and interpersonal skills, with empathy and cultural sensitivity. Demonstrated ability to work in multicultural and challenging environments, handle pressure, prioritize tasks, and maintain attention to detail. Strong commitment to gender equality, women’s rights, and empowerment. Flexible, motivated, and able to work collaboratively in a team setting. Good computer literacy (MS Office) and familiarity with data entry and reporting systems. Fluency in Arabic; working knowledge of English is an advantage. Personal Qualities: Empathic, supportive, and collaborative, promoting teamwork and maintaining professionalism. Comfortable working in multi-cultural environments and able to adapt to changing circumstances.
