Commencement: December 2025 Locally Engaged Staff position based in Port Moresby, Papua New Guinea Open to PNG citizens only About the Program The Australia Papua New Guinea Economic Partnership (APEP) is a multi-sectoral investment to assist GoPNG to create a stable and more prosperous country. The investment is the main vehicle and coordination point from which Australia delivers its economic development aid to PNG and is the primary vehicle to implement Comprehensive Strategic and Economic Partnership (CSEP). APEP contributes to the achievement of the following overarching goal: a resilient and diversified economy that provides a high quality of life for all Papua New Guineans. APEP’s overarching policy objective is to assist PNG in its efforts to achieve sustained growth, capable of lifting the standard of living of all citizens, while also ensuring Australia maintains its reputation as PNG’s economic partner of choice. APEP is a multi-sector investment with gender equality, disability and social inclusion (GEDSI), women’s economic empowerment (WEE) safeguarding and climate resilience are cross-cutting objectives for all work streams. About the Opportunity As the GEDSI & Safeguarding Unit Manager (Unit Manager) you will provide technical and coordination leadership across APEP. You will provide advice to Senior Management and staff to support the integration of GEDSI and safeguards in the facility’s systems, processes and workstreams in line with the GEDSI Strategy. As well as providing advice to staff on the practical application of GEDSI approaches and lessons emerging, you will deliver a small portfolio GEDSI-targeted investments. This will include monitoring GEDSI outputs and outcomes in line with APEP’s Monitoring and Evaluation Framework (MEF) and contributing to regular performance reporting. You will be a strong advocate for GEDSI and Safeguarding requirements and build capacity internally and with external partners. Reporting to the Deputy Director, you will lead a small team including the GEDSI Adviser, Program Manager and Safeguarding Coordinator. Key responsibilities Working closely with team leads and senior management, the Unit Manager will: Ensure GEDSI analysis and responses are built into design, implementation, and monitoring and evaluation of activities. Support the development of targeted GEDSI inputs, activities and research. Provide technical support on the application of GEDSI and safeguarding across APEP including through MERLA. Provide ongoing monitoring and reporting on GEDSI outcomes and safeguards for risk management processes and performance reporting. Review and revise the GEDSI Strategy on an annual basis in line with MERLA reporting. Develop and manage the Unit budget. Manage and develop staff of the Unit. Build capacity within APEP so GEDSI and Safeguarding requirements are routinely applied and momentum is built. Monitor and report on safeguarding issues or incidents in line with DFAT’s safeguard policies and related guidelines. Build networks and liaise closely with stakeholders outside of the program including Government of PNG counterparts, NGOs, multilateral and other donor partners, including other DFAT PNG programs. Contribute to Abt’s Regional Community of Practice and the DFAT GEDSI Roundtable to share challenges and successes and learn from Abt’s and PNG’s GEDSI community. Key deliverables Lead the integration of GEDSI into systems, processes, activities and research for effective GEDSI performance. Ensure APEP staff and advisers, and key partners, have the information, evidence, knowledge and tools they need to design and implement effective strategies and activities to address barriers and constraints that constrain the full economic participation of women, people with disabilities, youth, rural populations and other disadvantaged groups. The annual review and revision of APEP’s GEDSI Strategy. Ongoing monitoring and reporting on GEDSI outcomes and safeguards for risk management processes and performance reporting. Key working relationships The position will work closely with the Deputy Director, Team Leads and relevant staff in each of APEP’s four workstreams; Abt’s technical and corporate teams; and technical and delivery partners. Close engagement with PNG government, civil society and other donor partners, including other DFAT PNG programs, will also be important. About You For applications to be considered, a response to the Key Selection Criteria below must be provided. Qualifications in social work, public health, gender, and disability studies and or related fields in international development, social sciences, and public policy. 10 years’ minimum relevant experience providing GEDSI technical support on a project and/or program. Demonstrated experience in practical and impactful GEDSI mainstreaming approaches. Excellent understanding of the integration of GEDSI in monitoring, evaluation and learning processes and data collection. Significant experience in developing GEDSI programs, and conducting events, meetings, and delivering GEDSI training. Significant experience in leading events that promote GEDSI awareness issues.
