Description

Program Background DT Global has been engaged by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) to manage the Building Community Engagement in Papua New Guinea (BCEP) Program. BCEP represents a significant investment in promoting participatory democracy in PNG, with a goal to strengthen citizen-government engagement for improved service delivery and provision of public goods. This will be achieved by pursuing three end outcomes: Selected state and non-state actors collaborate effectively to tackle targeted development problems. State actors and Churches deliver development solutions which promote GEDSI and better meet the needs of women and marginalised groups. Selected non-state actors are more effective, inclusive, and ready to sustain successful BCEP-supported approaches. The BCEP program consists of five distinct, but inter-related components managed as an integrated whole, and implemented using a portfolio of partners: Component 1: Coalitions for Change (CfC) Component 2: Media Partnerships (MP) Component 3: Social Accountability Partnerships (SA) Component 4: Church Partnerships Program (CPP) Component 5: Government of PNG Partnerships (GoPNG) The program is in the second phase of implementation (2026-2030) and has a strong commitment to locally led development. For more information, please see www.dt-global.com The Role The GEDSI Adviser will provide high level technical assistance to strengthen BCEP’s transformative GEDSI practice, enhance staff and partner capability, and identify strategic opportunities for GEDSI driven change. The role works closely with BCEP’s national GEDSI Mainstreaming & Transformative Adviser, providing complementary high level technical leadership and targeted capacity strengthening. A master’s degree is preferred. · Extensive experience in transformative GEDSI practice, including gender equality, disability inclusion, and social inclusion in development programs. · Strong technical expertise in behaviour change communication and/or social norms change, with demonstrated ability to guide behaviour change communication strategies and materials. · Ability to think and work politically including analysing political economy dynamics and identifying strategic opportunities for GEDSI driven change. · Proven experience coaching, mentoring and building capacity of personnel. · Experience engaging with diverse stakeholders, such as civil society organisations, women’s rights groups, disability networks, and government actors. · High level communication, facilitation, and analytical skills, including the ability to produce high quality reports, case studies, and knowledge products. Desirable · Experience working in Papua New Guinea or Melanesia, or strong understanding of the region’s social, cultural, and political context. · Experience supporting coalitions, networks, or collective action initiatives related to GEDSI. · Background in political economy analysis, adaptive programming, or systems change approaches.
