Apply by 19th December 2025 Gender Expert Terms of Reference Evaluation Summary Organisation Name: Restless Development Zambia Programme : Gender Inclusion Programme Location: Eastern and Central Provinces (with coordination from Lusaka) Dates (Start/End): 1st January 2026 – 31st August 2026 Thematic focus: Gender equality, gender-transformative programming, youth engagement Evaluation Budget: ZMW 32,000 (Equivalent to ZMW 4,000 per month over 8 months, linked to agreed monthly deliverables) 1. Background Restless Development Zambia is implementing a gender-transformative intervention aimed at strengthening gender equality, shifting harmful norms, and improving young women’s participation in economic and community development processes in selected districts across Eastern and Central Provinces. The project addresses unpaid care work, restrictive gender norms, household decision-making dynamics, and barriers that limit young women’s ability to participate meaningfully in livelihood opportunities. It includes community consultations, capacity strengthening, behaviour-change interventions, youth-led dialogues, and the creation of practical tools and learning resources. To support this work, Restless Development seeks to engage a Gender Expert who will provide technical leadership, high quality facilitation, and field level support to ensure that all activities reflect a strong gender transformative approach. 2. Purpose of the technical support The Gender Expert will strengthen the design and implementation of the project’s gender components, ensuring that community structures, youth actors, and households benefit from approaches that promote shared responsibilities, positive masculinity, and equitable participation. In particular, the Gender Expert will support: Gender analysis and consultations Training of gender champions and facilitators Community workshops and behaviour-change activities Youth-led dialogues with leaders and service providers Documentation of outcomes and learning Development of a gender resource package This is not a full time consultancy, but a part-time technical support role, focusing on integrating a strong gender lens across the project over an 8 month period. 3. Scope of Work 3.1. Technical Leadership Lead gender analysis activities, including time use mapping, interviews, household discussions and community consultations. Ensure that all interventions reflect gender-transformative methodologies, promoting shared care roles, equitable decision-making, and increased agency for young women. Review and strengthen training materials, facilitation tools, and community engagement guides. 3.2. Capacity Strengthening Deliver and co-facilitate a five day Training of Trainers programme for Gender Champions. Provide ongoing coaching and mentorship to champions, supporting them to implement household and community activities safely and effectively. Support the development of inclusive training approaches for young women, young men, couples, and key community influencers 3.3. Community Engagement and Facilitation Co-design and deliver community workshops on gender norms, unpaid care work, positive masculinity, and shared household responsibilities. Facilitate structured dialogue spaces that enable young women and their partners, parents and community leaders to engage in reflective discussion and commit to change. 3.4. Behaviour Change Support Provide guidance on content for drama, storytelling, radio, and visual materials used in community sensitisation. Ensure that all messaging promotes inclusive, respectful, and culturally appropriate behaviour-change principles. 3.6 Monitoring, Learning and Documentation Support the use of gender-sensitive monitoring tools, including outcome tracking, feedback sessions and qualitative interviews. Document shifts in attitudes and behaviour, case studies, and lessons learned. Contribute to internal reports, learning briefs and end-of-project documentation. 3.7 Support to Knowledge Products Contribute to the development of a Gender Resource Package, including training modules, tools, and practical guidance for community champions. 4. Deliverables Over the 8 month period, the Gender Expert is expected to produce at least one agreed deliverable per month, selected from the list below and detailed in a monthly workplan: Inputs and reports for gender analysis exercises. A complete package of ToT materials and a ToT training report. Design and facilitation of community workshops in the assigned districts. Monthly technical updates documenting progress, challenges and recommendations. Case studies and learning products capturing stories of change. Technical contributions to the Gender Resource Package. Documentation and support for community and district dialogues. Specific monthly deliverables will be agreed in advance between the Gender Expert and Restless Development and will form the basis for payment. 5. Duration and Level of Effort Duration: 8 months from the date of signing the contract. Duty station: Eastern and Central Provinces (with coordination from Lusaka). Travel: Frequent field travel required. Level of effort: Part-time support across the 8-month period (average days per month to be agreed in the workplan). 6. Reporting and Supervision The Gender Expert will report to the Assistant Programme Coordinator, with technical oversight from the Programme Manager – Education & Livelihoods and the Programme Quality Manager. The Gender experts will work in close collaboration with the MEL and Safeguarding teams, as well as district-level staff. 7. Required Qualifications and Experience Essential Degree in Gender Studies, Development Studies, Social Sciences or a related field. Minimum of five years’ experience in gender programming, gender-transformative approaches, or community mobilisation. Strong facilitation experience with women, men, youth and mixed community groups. Practical understanding of gender norms and household dynamics in rural Zambia. Experience delivering behaviour-change training and adult learning methodologies. Strong documentation and communication skills. Desirable Experience working on economic empowerment, agricultural value chains, youth development, or livelihoods programmes. Familiarity with participatory monitoring tools and qualitative research. Knowledge of local languages (Nyanja or Bemba preferred). 8. Safeguarding Requirements All Gender Experts must comply with Restless Development’s Safeguarding Policy and Code of Conduct. Safeguarding training is mandatory prior to deployment. Any breach will result in appropriate action, including possible termination of the contract. 9. Assignment Location The assignment will cover selected districts in Eastern and Central Provinces, with regular field travel and coordination with the Restless Development office in Lusaka. 10. Time frame, deadlines and expected outputs The consultancy will run over a period of 8 months from the date of signing the contract. A detailed workplan, including key milestones and expected delivery dates for the outputs listed in Section 4, will be agreed between Restless Development and the consultant at the start of the assignment and will form part of the contract. 11. Budget, Payment Schedule and Contractual Arrangements Payment will be tied to the submission and satisfactory approval of agreed deliverables, in accordance with Restless Development’s procurement and contracting policies and as detailed in the consultancy agreement. The detailed payment schedule will be agreed prior to signing the contract Restless Development will make available a maximum budget of K32,000 to the successful Gender expert for the successful completion of the deliverables outlined in Section 4. The successful Gender expert shall be expected to design a work plan and corresponding budget to be appended to this ToR and approved by Restless Development before work commences. The expert will issue an invoice to Restless Development following the delivery of the outputs to Restless Development’s expected level of rigor and quality, in line with the following payment schedule: Payment following the completion of, and approval by Restless Development, of all agreed deliverables. 12. Restless Development Zambia Ensure availability of support and cooperation from the project team. Maintain close contact with the consultant to support timely completion of the assignment. Provide backstopping support on documentation, in-house research, and linkages/introductions to counterparts, where required. Facilitate access to project information, tools and relevant stakeholders. Provide timely feedback on draft deliverables as per the agreed workplan. Approve final deliverables before they are qualified for use or wider sharing. 13.
