JOB DETAILS AND QUALIFICATIONS

Clackamas County has an opening for an Accountant 1 to join our Department of Finance’s General Ledger (GL) Team. This entry-level professional role provides hands-on experience with core accounting functions and serves as a great stepping stone toward long-term growth in governmental accounting. In this role, you will contribute to the county’s month-end and year-end close processes, complete detailed account reconciliations, and assist with audits and the development of workpapers. You will support the preparation of financial reports, monitor compliance with accounting standards and internal policies, and help ensure financial data is accurate, timely, and useful for management decisions. Your work will also include responding to department inquiries and performing general ledger duties that support the preparation of the county’s Annual Comprehensive Financial Report.

REQUIRED MINIMUM QUALIFICATIONS/ TRANSFERRABLE SKILLS:*

  • A minimum of three (3) years of experience years in accounting. Any combination of relevant experience and education that would likely provide the required knowledge and skills may substitute for the required years of experience.
  • Exposure to, training in, or experience with full-cycle accounting, including month-end/year-end close and audit preparation or supporting documentation requests
  • Exposure to, training in, or experience with an integrated Financial Management Information System (FMIS)
  • Knowledge of Generally Accepted Accounting Principles (GAAP)
  • Knowledge of governmental fund accounting
  • Strong analytical skills and attention to detail
  • Strong communication and teamwork skills

PREFERRED SPECIAL QUALIFICATIONS/ TRANSFERRABLE SKILLS:*

  • Bachelor’s degree in Accounting, Finance, or a related field
  • Accounting experience at a state or local government
  • Exposure to, training in, or experience with PeopleSoft Finance
  • Experience working with audits or audit preparation
  • Knowledge of Governmental Accounting Standards (GASB)
  • Intermediate or higher proficiency with Microsoft Excel

Responsibilities

Duties may include but are not limited to the following:

  • Performs or assists in performing several operational functions, including account reconciliations, month-end closing, year-end closing, and audit workpapers as assigned.
  • Assists in preparing a variety of detailed periodic and annual reports, spreadsheets, and summaries for use by management; ensures selected general ledger accounts and annual reports accurately reflect the financial position of assigned work function or program.
  • Learns and applies laws, rules, regulations, and fiscal policies and procedures applicable to assigned work functions; monitors, coordinates, and may recommend adjustments to fiscal systems.
  • Assists in conducting and reviewing standard financial transactions to assure accuracy and conformity with generally accepted accounting principles and with State statute, County policy, established procedures, and availability of funds; determines and initiates appropriate action; assists in the development and implementation of financial policies and procedures.
  • Assists with reviews of accounting transactions to ensure compliance with required County, State, and Federal requirements; examines, analyzes, and verifies documents to ensure adherence to established controls and accepted professional standards
  • Department inquiries and customer service. Other duties as assigned.
