This role is being hired by Vision Invest (www.visioninvest.com) an infrastructure developer-investor who is involved in constructing the new Tashkent Airport in Uzbekistan and as such the role of the GM, Construction will be based in Tashkent.
The General Manager – Construction will oversee all construction activities for a new greenfield airport megaproject in in the Republic of Uzbekistan, including the terminal, landside access, airside infrastructure, runways and taxiways, support facilities, and utilities. The role requires hands-on executive leadership to ensure the project is delivered safely, on time, within budget, and to international quality standards. This position involves coordinating extensive multidisciplinary teams, international EPC Contractor, local contractors, consultants, and key stakeholders.
Key Responsibilities
- Leadership & Management
- Lead and direct all site works for terminals, airside, landside, support buildings, and infrastructure.
- Provide strategic planning, day-to-day management, and problem-solving across multiple project fronts and work packages.
- Develop HSE policies and Safety programs.
- Over see EPC HSE safety plan and practices
- Build, mentor, and manage large multicultural teams of engineers, construction professionals, and site personnel.
- Project Delivery
- Oversee all aspects of construction—planning, scheduling, execution, quality assurance, safety, and regulatory compliance.
- Coordinate with the Project Director/CEO, design and engineering consultants, contractors, client representatives, and authorities to resolve issues and meet milestones.
- Review of RFP and oversight of Procurement activities
- Implement risk mitigation strategies and ensure strict adherence to international best practices.
- Lead construction progress reviews, site meetings, and reporting for stakeholders and executive leadership.
- Quality, Safety & Regulatory Standards
- Ensure all works comply with FIDIC/ICAO/IATA/Uzbek national regulations and international building codes.
- Foster a “zero harm” site culture and lead health, safety, and environmental (HSE) compliance.
- Stakeholder Engagement
- Maintain close liaison with authorities, client representatives, and consultants.
- Communicate proactively to anticipate and address project challenges.
- Create and foster a favorable atmosphere by outreaching to development community to increase opportunity for local participation
Minimum Candidate Requirements
- Education:
- Bachelor’s degree (minimum) in Civil Engineering, Construction Management, or a related discipline.
- Master’s degree preferred; additional professional certifications in project management are an asset.
- Experience:
- Minimum of 20 years total experience in the construction industry
- At least 15 years in large-scale airport construction projects, with direct experience in both terminal buildings and airside infrastructure (runways, taxiways, aprons, related MEP/utility systems).
- Demonstrated executive, site management, or project director experience on at least two major international airport projects (significant capex, multi-phased programs, complex interfaces).
- Technical Skills:
- Extensive knowledge of commercial contracts, EPC/EPCM/Design-Build contracting models and PPP model, and hands-on project controls (schedule, cost, change management).
- Familiarity with state-of-the-art airport systems, sustainable construction, and fast-track delivery methodologies.
- Leadership & Communication:
- Proven ability to lead and inspire diverse construction teams in an international joint-venture environment.
- Fluency in English (written and spoken) is essential; Russian or Uzbek language skills are advantageous.
- Strong organizational, negotiation, and interpersonal skills; adept at stakeholder and authority liaison.
- Other:
- Track record in successful airports construction delivery.
- Willingness to be based full-time in Uzbekistan for construction phase.
Desirable Attributes
- Previous leadership experience with global construction firms or at award-winning airport construction sites.
- Experience integrating design, construction, operation/start-up, and handover to state regulators/airport operators.
- Familiarity with asset management systems and lifecycle planning.
