SKILLS & QUALIFICATIONS:

  • Bachelor’s degree required.
  • Five to seven years’ experience in LTHC affordable rental property management, senior housing, and stabilized leasing.
  • NYS Sales license required. Must obtain within 120 days otherwise.
  • Fair housing certificate required. Must obtain within 60 days otherwise.
  • LIHTC certificate required. Must obtain within 60 days otherwise.
  • Familiarity with Rent Stabilization Law and DHCR filing/administrative procedures.
  • Industry certifications such as CPM, RPA or ARM desirable.
  • Experience with Local 32BJ building staffing & prevailing wage laws
  • Must have superior verbal and written communications skills and proven customer service exposure.
  • Works effectively with coworkers, clients, customers, and others by sharing ideas in a constructive and positive manner; addresses problems and issues constructively to find mutually acceptable and practical business solutions.
  • Must possess a high energy attitude and an ability to multi-task/prioritize different projects at any given time.
  • Experience with Microsoft Office Suite and Windows software required.
  • Experience with property management software, including Yardi Voyager, AvidXChange, On-Site, Click-Pay, preferred.

Responsibilities
  • Manage day-to-day property functions, ensuring smooth operations and alignment with financial and operational goals.
  • Lead and supervise all building personnel including Property Managers, Leasing Agents, and administrative staff; manage scheduling, payroll, and HR matters.
  • Serve as the primary liaison with property owners, providing performance updates, conducting tours, and responding to inquiries.
  • Monitor cash flow, process payables, and contribute to budget planning and forecasting.
  • Set rent rates, manage renewals, and ensure timely collection of rent and fees to meet revenue targets.
  • Handle lease enforcement, evictions, and legal proceedings including non-payment and nuisance cases.
  • Supervise construction projects and building systems including HVAC, boilers, and elevators.
  • Ensure compliance with federal and local regulations, including Local Law 11, Local Law 84, elevator modernizations, fire safety and compliance, HPD, and other relevant requirements.
  • HPD Habitability Standards: Ensure compliance with HPD requirements for heat, hot water, pest control, and window guards.
  • Monitor and enforce rent stabilization guidelines and register units with DHCR where applicable.
  • Oversee LIHTC, HUD, HPD, and HDC compliance including application processing and resident eligibility certification.
  • Be available during emergencies and ensure safety procedures are implemented and communicated to residents.
