Position Summary
The General Services Manager, reporting to the General Manager/Chief Operating Officer (GM/COO), is responsible for the overall leadership, administration, and daily operations of the Heritage Springs Community Association’s HOA functions. This role oversees facilities maintenance, security, landscaping, and common area management while ensuring compliance with association policies, governing documents, and applicable federal, state, and local regulations. The General Services Manager acts as a liaison between homeowners, committees, contractors, and staff to maintain a safe, well-kept, and welcoming community environment. This is a hands-on role requiring strategic planning, strong communication, and leadership skills to balance daily operational needs with long-term goals.
Key Responsibilities
Strategic Planning
· Partner with the GM/COO and Board of Directors to develop and implement multi-year strategic and financial plans.
· Monitor progress toward goals and recommend adjustments as needed.
· Assist in long-term reserve planning and capital improvement projects.
Facilities & Maintenance Management
· Develop and implement preventive maintenance programs for all common areas, buildings, and equipment.
· Oversee repairs, renovations, and capital projects, including vendor selection, bid review, and project oversight.
· Conduct routine inspections to ensure compliance with safety codes, regulations, and community standards.
· Manage access systems, permits, warranties, and documentation for inspections and compliance.
· Supervise and direct maintenance staff, housekeepers, and outside contractors.
Operations & Administration
· Ensure compliance with community rules, regulations, and architectural review standards.
· Oversee contracted services including landscaping, pools, and security vendors.
· Manage and supervise the Assistant HOA & Member Relations Manager in their daily duties.
Financial Oversight
· Collaborate with GM/COO and Controller to prepare annual operating and capital budgets for facilities and services.
· Review and approve invoices, monitor expenses, and ensure compliance with budget allocations.
· Support reserve studies and provide accurate data for long-term maintenance planning.
Safety & Security
· Oversee security contracts, staff, and equipment to ensure a safe environment for residents.
· Maintain relationships with county police and fire for emergency preparedness and response.
· Implement risk management strategies, hurricane preparedness plans, and safety programs.
Communication & Governance
· Serves as the Staff Liaison to the Architectural Review Committee and Facilities Committee, and other committees as needed by the GM/COO.
· Primary point of contact for residents on community standards and facilities concerns.
· Provide updates and reports to the GM/COO, Board of Directors, and relevant committees.
Qualifications & Skills
· Bachelor’s degree in Business Administration, Public Administration, Facilities Management, or related field (advanced degree or certifications preferred).
· 5–7 years of progressive leadership experience in HOA/community management, facilities, or property management.
· Strong knowledge of facilities systems including HVAC, plumbing, and electrical; technical certifications a plus.
· Proven financial acumen with experience in budgeting, expense monitoring, and capital planning.
· Excellent communication, interpersonal, and conflict resolution skills with residents, staff, and external partners.
· Ability to manage emergencies and remain on-call for after-hours incidents.
· Professional certifications such as LCAM (required within 120 days), CMCA, AMS, PCAM, OSHA, EPA, or CPO preferred.
