WHO WE ARE SUPPORTING

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO’s member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO’s communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO’s military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO’s mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO’s information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO’s communication and information technology capabilities.

ESSENTIAL SKILLS AND EXPERIENCE

  • Minimum 5 years of relevant experience in administration of physical and virtual IT equipment, with all relevant aspects from networking, hardware and software maintenance to virtualization
  • Experience in designing the architecture of a complex IT solution
  • Solid understanding of relevant network components and configurations
  • Understanding of security requirements and solutions in a modern sensitive IT environment
  • Proven experience in software installation, updating and maintenance in a multi-user environment.
  • In-depth technical knowledge in configuring a cutting-edge IT data environment supporting complex processes efficiently
  • Experience in IT support, establishing user access, trouble-shooting issues, benchmarking and improving performance as well as automating processes
  • Demonstrated experience in root-cause analysis and problem-solving
  • Familiarity with storage solutions and concepts
  • Understanding of aspects affecting performance of file interaction and transfer
  • Solid understanding of computing concepts
  • Familiarity with IT environment documentation tools and methods
  • Familiarity with various hardware and virtualization IT platforms
  • Familiarity with state-of-the-art IT infrastructure technology related to file processing
  • General Office software familiarity (Word, Excel, Outlook, Powerpoint, …)
  • Proven ability to integrate and work in a multinational team
  • Skilled to manage tasks and workload effectively and communicate efficiently

DESIRABLE SKILLS AND EXPERIENCE

  • Experience in administration of a geospatial data related IT infrastructure

EDUCATION

  • MSc degree in an IT related field relevant to this position, or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCI Agency, that is, at least 6 years extensive and progressive expertise in duties related to the function of the post
Responsibilities

ROLE BACKGROUND

To strengthen the Alliance through connecting its forces, the NCI Agency delivers secure, coherent, cost effective and interoperable communications and information systems in support of consultation, command & control and enabling intelligence, surveillance and reconnaissance capabilities for NATO, where and when required. It includes IT support to the Alliances’ business processes (to include provision of IT shared services) to the NATO HQ, the Command Structure and NATO Agencies.
The Agency is an innovative and trusted Alliance partner and achieves its short- and long-term goals and objectives through the application of strategy-focused organizational principles, to which this position is directly linked.
This position is assigned to the Joint Intelligence, Surveillance and Reconnaissance (JISR) Centre within the Agency, where the responsibility rests for accomplishing the full life cycle of assigned JISR services. NCI Agency operations are underscored by the organization’s core values and vision to be an essential, one-team contributor to NATO success.
The GeoMetOc Services Branch within the JISR Centre is responsible for the full lifecycle support of the Core Geographic Information System (CoreGIS) Application Service that provides both ACO customers as well as NATO Nations with a suite of data, services and products that ensure all phases of military operations are conducted on the same geospatial reference.
To support this service, a specialized geospatial data production environment (GeoLab) with custom installations and tailored infrastructure on premise and in the cloud is used by the relevant experts for data processing.
The CoreGIS Application Service as well as the GeoLab are Commercial-of-the-Shelf (COTS) based and use the Esri ArcGIS software product suite as a main component in a NATO-specific configuration.

ROLE DUTIES AND RESPONSIBILITIES

  • Support the design of the environment
  • Compile required network diagrams and collect and maintain all information regarding connectivity
  • Establish required network connectivity
