GENERAL DESCRIPTION

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP’s water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
The Bureau of Water Supply seeks to contract the services of a Geographic Information System (GIS) Application Developer for a position through an Interagency Agreement between the DEP and the Research Foundation of the City University of New York (RF-CUNY). RFCUNY will administer the salary, for this position, from DEP funding through this Agreement.
The Source Water Protection Programs (SWP) Directorate is responsible for implementing a wide variety of partnership, regulatory and non-regulatory programs throughout the water supply watershed. The GIS Section develops spatial data to support the entire Bureau of Water Supply in protecting water supply and quality.
This position will help manage existing applications and develop new applications for customized field-based data collection for multiple Sections under the supervision of the GIS Section Chief. This position will take on the majority of the mobile application development, GIS data development, data workflow, and report development as required. The GIS Applications Developer will also provide ongoing programming support for all existing applications.
Work Location: DEP Bureau of Water Supply offices in Kingston, New York.

QUALIFICATIONS

BS in Computer Science, Environmental Science, Geography, Geology, Natural Resources Management, or related field is required (Master’s preferred)

Mandatory Experience: 3+ years’ experience in programming, database management, GIS and GPS, including:

  • Database/Software:
  • Proven knowledge of developing Microsoft Windows .NET and Web applications using Visual Studio 2019 product suite, as well as Java and Python
  • Proven knowledge of MS SQLServer 2016/19 Programming
  • Including: stored procedures, functions, and triggers
  • Developing with Crystal Reports XI
Responsibilities
  • Develop and support existing field data collection applications
  • In cooperation with Bureau of Information Technology (BIT), the Applications Developer will assist users in supporting field tablets with issues pertaining to the operation of the field applications
  • Develop new applications to support field data collection needs of different groups within the SWP directorate
  • Perform web application software development, maintenance, replication, and support as needed, in cooperation with DEP BIT, for applications such as online recreation permits, boat tags, Land Use Permits, and the online Recreation Mapper
  • Assist with and develop reports for different groups
  • Work with other Division, Bureau or Agency computer staff to implement the above tasks
