Description General Statement of Duties Performs supervisory, administrative and technical work in the Geographic Information system (GIS) database and the Tax Administration database for the County of Stokes. Reports to the Tax Administrator. Distinguishing Features of the Class An employee in this supervisory class is responsible for updating and maintaining land records data, monitoring and assigning work to employees in the Mapping/Addressing Department for County’s land base property maps and addressing in GIS. Work involves delegating activities to employees in researching and gathering information to render an accurate judgment in GIS. Position is also responsible for researching and transferring real estate ownership transactions into the tax administration data base, maintaining map files and records in hard copy and digital format. The employee is also responsible for assisting the public and other County employees with map related inquiries. Review and handling of public inquiries may come through supervisors to this position. Considerable independent initiative and judgment are required. Tact is necessary in working with property owners, surveyors, realtors, attorneys and other County employees. Employee works in an office setting and is not substantially exposed to adverse environmental conditions. Work includes the use of a computer terminal, word processor, large format scanning, large format printing, or other office machines. Work is performed under the supervision of the Tax Administrator and is evaluated through conferences, observation and reports. Duties and Responsibilities Essential Duties and Tasks Monitors, delegates and assigns work to employees. Performs supervisory duties such as training, instructing, reviewing work, maintaining policies, procedures and standards, selecting new employees, acting on employee problems, assists in preparing administrative documents and assisting Tax Administrator in the department budget. Updates and maintains property ownership records for taxation, initiated by the recording of legal documents such as deeds, estate files, surveys; plots land parcels on cadastral maps and records using computer-aided plotting and drafting equipment in digital format. Research deeds, surveys, aerial photographs, estate files, other records and interviews with property owners to obtain accurate mapping data; reads and interprets legal descriptions; determines acreage amount; identifies correct deed references. Maintains records of cadastral maps, deed packets, and reference materials accurately in hard copy and in digital format. Communicates and interacts with various individuals and groups such as co-workers, attorneys, land surveyors, real estate appraisers, realtors and general public. Scans recorded plats, unrecorded surveys and property history record cards. Preforms the duty as a county review officer of land plats to be recorded in the Register of Deeds per North Carolina General Statutes 47-30. Reviews and approves deeds for recordation in the Register of Deeds office per NCGS 161-31(a) and 105-303(a2). Answers telephone and prepare letters of correspondence. Additional Job Duties Assists the public and other County officials in the use of the maps and other records. May order mapping supplies and maintain equipment. Operates general office and specialized equipment. Performs related duties as required. Requirements Knowledge, Skills, and Abilities Considerable knowledge of standard practices, techniques, materials, and equipment used in computer aided mapping system in mapping-addressing. Ability to draw accurate property tax maps and to make accurate computations in County GIS system in mapping-addressing. Ability to maintain comprehensive map records. Ability to read, compare and interpret property maps and records accurately. Ability to read and interpret deeds, surveys, and aerial photographs. Knowledge of computer systems, office practices and procedures. Ability to establish and maintain effective working relationships with the general public and other employees. Ability to follow oral and written instructions and procedures. Ability to operate general office and specialized equipment. Valid NC Driver’s License. Physical Requirements Must be able to perform the basic life operational functions of stooping, reaching, pushing, pulling, lifting, talking, and hearing. Must be able to perform sedentary work, exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Must possess visual acuity to prepare and work with data and figures, operate a computer terminal, and use measurement devices. Desirable Education and Experience Graduation from high school supplemented by courses in Geographic Information System (GIS) and considerable experience in property mapping including work with a GIS database; or an equivalent combination of education and experience.
