Description

Job description

INTERVIEW DATE: W/C 1ST SEPTEMBER 2025

A rare opportunity is available to join our vibrant and dynamic Strategic Planning and Transport Team to provide varied technical support around GIS, data management and monitoring. The Strategic Planning and Transport Team is responsible for the preparation of a wide range of policy, plans and projects which cover areas of planning policy (including the Council’s Local Plan, design and planning policy guidance) strategic transport, and the Council’s carbon reduction plan (referred to as the Climate Emergency Action Plan).
The GIS and Monitoring Officer is a critical post that supports this teams’ work and, where required, provides GIS support to the wider Growth and Development Directorate and Council.
You will be expected to take a lead role in collecting, analysing and presenting statistics for a variety of planning, transport, and carbon reduction related work. You will also manage all planning related monitoring and data returns, such as the annual Authority Monitoring Report, and Government DELTA returns. Applicants must have the ability to work methodically and accurately with minimum supervision and demonstrate creativity and initiative in their work.
To be appointed on the higher grades you will need to be educated to degree level, however a specialist GIS qualification is not required to apply. You should have some experience of GIS systems. Please refer to the Career Grade Requirements document for further information.
The Council uses StatMap as its corporate GIS system, whilst some tasks are better suited to QGIS. What is more important is that you have a passion for working with spatial data and can use it intelligently to support policy development and decision making.
If this sounds of interest to you, please read the Job Description, Person Specification and Career Graded Requirements documents attached to this post for further information and apply today!
For an informal discussion on the content of the job description or person specification, please contact Darren Tweed, Strategic Planning and Transport Manager, on 01254 507966 or email Darren.tweed@blackburn.gov.uk
