Job Description:

The primary purpose of this position is to develop and maintain the agency’s GIS program and provide support to agency staff working in the field. This support enables field teams to optimize their efforts in environmental monitoring, habitat restoration, and land management, ultimately enhancing the agency’s ability to safeguard natural resources and ecosystems effectively. The GIS Program Analyst will guide the work of the others in the GIS program to develop analyses, tools, and training that support the agency’s needs. They will act as the liaison between the agency and Enterprise Information Services – Geospatial Enterprise Operations (EIS-GEO), and establish DSL GIS Policies, Procedures, and Practices that conform to the statewide GIS Framework.
This is a permanent, full-time position and is represented by the American Federation of State, County, and Municipal Employees (AFSCME) and will start on or after July 1st, 2025.

Working Conditions:
A portion of the work is in a hybrid office setting; at times in a fast-paced environment with multiple demands. This position requires the ability to work on multiple tasks, sometimes under pressure of high priority deadlines. Occasional fieldwork along waterways or on rough terrain may be required to complete assigned work. Travel is an essential function of the position. DSL provides agency-maintained vehicles, reimbursement for field gear, and travel expenses for authorized, on-the-job travel and fieldwork. Occasional overnight stays and/or extended work hours may occur along with exposure to inclement weather and road conditions. Work can at times be in remote locations.
What you will be doing:

As our GIS Program Analyst, you will have the opportunity to:

  • Help build and develop a team of GIS professionals to improve the agencies effectiveness and efficiency in collecting, analyzing, and presenting geographical data.
  • Establish the goals and direction for the GIS program in alignment with the agency’s Strategic Plan and assist GIS staff to accomplish program objectives and goals.
  • Create and document GIS operational standards, work procedures and ensure they are implemented and followed.
  • Oversee data management and sharing efforts by serving as the agency’s representative in various data management efforts and activities, coordinating with internal and external entities, participating in planning efforts, and communicating the program’s capabilities to support and perform data management tasks.
  • Review program performance with various stakeholders to determine changes that may be needed and make recommendations to leadership.
  • Make decisions regarding standards for data sharing, data location, data storage and data integrity for the agency’s centralized data systems and identify data sets needing to be included in DSL databases.
  • Develop and oversee training of agency staff in the use of GIS software, field data collection, reporting, sharing and data management
  • As the agency’s GIS expert and principal representative, consult at all levels internally and externally in Geographical Information Systems.
  • Provide technical data and interpretation to the public and special interest groups.
  • Advise the agency program managers, deputy administrators, agency director, State Land Board, legislators, advisory committees, and the public on the effect of existing or proposed laws, regulations, standards, and policies that may affect the collection, retention, and analysis of GIS data. Review and interpret GIS related Federal and State statutes, regulations, policy, technical guidance, and implementation strategies for Department staff, other government agencies, consultants, and the public.
  • Define and describe major areas of research that would benefit from GIS analysis, develop data collection plans and strategies to support the agency’s research and operations.
  • Oversee how original field GIS data is collected to meet the needs of the agency.
  • Organize and verify data how data is collected and how it is represented in graphic and tabular form using technical GIS software. Interpret and explain trends in data.

MINIMUM QUALIFICATIONS- to be considered for this position, please ensure you have one of the following combinations of education and/or experience:
A bachelor’s degree in business or natural resource area, public administration, or any degree.

AND

Four (4) years professional-level experience in: Geographic Information Systems evaluative, analytical and planning work.
OR
Any combination of experience and education equivalent to seven (7) years of relevant experience.
