Geocgi is looking for a GIS Project Manager to support NOAA’s marine charting and geospatial modernization initiatives. This role will lead complex GIS and IT projects focused on advancing nautical charting systems, modernizing workflows, and improving data processing pipelines. The ideal candidate brings a strong mix of project management, GIS expertise, and systems thinking, with experience overseeing enterprise geospatial environments and guiding teams through modernization and migration efforts. This is an opportunity to directly support mission-critical mapping operations that impact national navigation and safety. This opportunity will be performed onsite at the location of 1315 Silver Spring Metro Complex 3; Marine Chart Division, Silver Spring, Maryland, 20910. Key Responsibilities: * Plan, coordinate, and manage GIS and IT projects across the full project lifecycle (scope, schedule, cost, and deliverables). * Lead modernization efforts, including migration to ArcGIS Pro (S-101 ENC) and support of dual-environment operations. * Oversee nautical charting workflows, from data ingestion through production and delivery. * Provide strategic guidance on system architecture, GIS operations, and process improvements. * Manage stakeholder engagement and present project updates, risks, and mitigation strategies to leadership. * Support systems integration, database enhancements, and interagency data sharing efforts. * Oversee development and maintenance of workflow applications supporting charting infrastructure. * Ensure data quality (QA/QC) standards and processes are implemented and maintained. * Guide teams in automation and data processing workflows using Python, SQL, and geospatial tools. * Support database design and management (Oracle, PostgreSQL) and web-based GIS interfaces. * Contribute to cloud adoption, containerization, and CI/CD efforts for geospatial workflows. * Document technical processes, workflows, and system architecture; contribute to reports and presentations. The following are requirements of the GIS Project Manager: * U.S. Citizen and Active U.S. Passport. * Ability to obtain a Public Trust. * 5+ years of experience with a Bachelor’s degree in Engineering, Information Technology, Computer Science, Physical Science or related discipline. * Proven experience managing complex GIS or enterprise IT projects. * Strong experience with ArcGIS (including Maritime/Nautical solutions preferred). * Experience supporting system modernization or migration efforts. * Knowledge of geospatial data workflows, from ingestion to production and delivery. * Experience with databases (Oracle, PostgreSQL or similar). * Familiarity with Python and SQL for geospatial processing or automation. * Experience implementing QA/QC processes for data integrity. * Strong communication skills, including presenting to leadership and stakeholders. * Ability to manage project risks, timelines, and deliverables. The following are preferred of the GIS Project Manager: * Experience with bathymetry or hydrographic data workflows. * Experience with NOAA, hydrographic, or maritime charting environments. * Familiarity with S-57 / S-101 Electronic Navigational Charts (ENCs). * Experience with bathymetric data and hydrographic workflows. * Knowledge of cloud platforms, containerization, and CI/CD pipelines. * Experience with enterprise GIS architecture and virtualization environments. * Background in federal or defense programs. * Experience producing technical documentation, white papers, or briefings. The annual base salary range for this position is anticipated to be $100,000 – $120,000. The listed salary range represents our good faith estimate for this position.
