GIS SOLUTIONS ENGINEER – OSINT RESEARCH SUPPORT

INCATech is seeking a highly motivated and technically skilled GIS Solutions Engineer to support a research-focused R&D initiative with a US Army group. This role will help advance cultural heritage monitoring, OSINT integration, and spatial intelligence delivery to support humanitarian, infrastructure, and civil operations. This project is unclassified and offers the opportunity to drive innovative approaches in open-source data fusion and GIS-based analysis.

RELATED EXPERIENCE:

  • U.S. Citizenship required
  • Bachelor’s or Master’s degree in GIS, Geography, Computer Science, Data Science, or related field
  • 5+ years of experience designing and implementing GIS solutions using the ArcGIS platform (including ArcGIS Pro, ArcGIS Enterprise, and ArcGIS Online)
  • Experience with open-source intelligence (OSINT), imagery exploitation, or event-based spatial analysis
  • Familiarity with Esri’s Knowledge Graph, ArcGIS Image Analyst, and advanced Python scripting for geoprocessing
  • Understanding of PMESII-PT analysis frameworks and non-kinetic civil operations
  • Strong experience with spatial and temporal change detection using satellite and raster data
  • Demonstrated ability to produce compelling maps, reports, and documentation for technical and non-technical audiences
  • Prior experience supporting R&D or analytical cells is a plus
  • Experience working independently with minimal client interaction while producing mission-critical outputs

Responsibilities
  • Collaborate with technical leads and project managers to design and implement geospatial workflows that leverage ArcGIS Enterprise, ArcGIS Knowledge Graph, and OSINT tools to support mission objectives.
  • Conduct spatial analysis using open-source data sources such as GDELT, NASA FIRMS, Sentinel-1, and Maxar G-EGD imagery to detect change, monitor activity, and assess infrastructure impact.
  • Develop place-based cartographic products including static hard copy maps and Esri StoryMaps that communicate actionable insights to civil-military analysts.
  • Apply knowledge of NLP tools (e.g., Aylien) and contribute to graph-based intelligence through Cypher queries and semantic enrichment of event pipelines.
  • Coordinate with a matrixed team structure to ensure timely delivery of research findings, visualizations, and high-quality technical documentation.
  • Create and maintain reproducible GIS workflows and scripts in Python, integrating raster math and ArcGIS Image Analyst tools for custom model development.
  • Support knowledge capture through detailed documentation of approach, assumptions, methodologies, and results to facilitate handoff and future operationalization.
