JOB SUMMARY

As a GIS/Web Developer with Minnesota IT Services (MNIT) and the Minnesota Department of Natural Resources (DNR), you design and develop computer applications in support of natural resource data and information management and retrieval – with a particular emphasis on integration of GIS technology into traditional business applications.

This position requires a minimum of four (4) years of experience in application design and development.

Experience must include:

  • Rapid web application development using Ruby-on-Rails, and database design and development using PosgreSQL and Oracle.
  • GIS tools such as the ESRI stack, MapServer, Leaflet, OpenLayers, GDAL, PostGIS and MapCache.
  • Application development tools (e.g. Microsoft VS Code, Git, GitLab, GitHub, Docker).
  • Web application security principles and tools (e.g. OWASP, Brakeman, Bundler Audit, RuboCom, Acunetix).
  • Distributed-application design and development (APIs, web services, REST), particularly geospatial services (e.g. ESRI ArcGIS REST and OGC WMS/WFS).
  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
  • Customer service skills that include active listening, empathy, and problem-solving.

A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.

PREFERRED QUALIFICATIONS

  • Cloud services (AWS, Azure) experience.
  • Modern web application development using frameworks such as Angular, React and Vue.
  • Java-based web application development (JSP, Hibernate, Spring, EJB, Servlets, Ant).
  • Multi-tier application development using Java 2 Enterprise Edition (J2EE).
  • Programming CGI scripts (Python and Perl).
  • Deployment methods and tools including continuous integration.
