Mott MacDonald is seeking a Right-of-Way and Permits Coordinator for highway and transit improvement projects in the San Francisco Bay Area. This position will be on-site in San Jose, CA. However, you will also be supporting projects throughout Northern California. This is not a remote work or work from home position.
As a Right-of-Way and Permits Coordinator, within the engineering and construction field, you will be responsible for various activities related to acquiring right-of-way, property rights/easements and permits for highway, roadway, transit and express lanes (also known as Toll Lanes) projects.

Responsibilities include:

  • Coordinate and monitor Right-of-Way (ROW) activities among project team members and associated public agencies.
  • Conduct ROW coordination meetings.
  • Review cost estimate for ROW task orders from consultants.
  • Coordinate and review the preparation of ROW plans, legal descriptions, appraisal maps, the ROW acquisition database, and other documents and exhibits required by project related to the eminent domain process for Highway Program ROW acquisition.
  • Identify to management for those issues and possible solutions related to ROW acquisition and real property matters.
  • Complete the permit application packages and navigate the permit approval processes. This includes preparing the encroachment permit applications for Caltrans, local agencies, as well as preparing requests to obtain Permits-To-Enter (PTE) for private property.
  • Provide documentation required to complete Project Closeout Binder, Project History File and ensure proper project sign off as required by permits.
  • Obtain Caltrans Right of Way mapping approvals.
  • Coordinate Section 83 property transfers and Caltrans property relinquishments.
  • Provide solutions to resolve existing Caltrans ROW deficiencies, encroachments and record mapping issues.
  • Track unit prices for acquisitions and ROW property service costs.
  • Prepare and update project schedules for ROW acquisition, mapping and closeout.

The ideal candidate would have the following education and experience:

  • Possesses a college degree. Bachelor’s degree in civil engineering or other engineering discipline is a plus but is not required.
  • Has a minimum of 5 – 10 years of experience in public works projects that require right-of-way acquisitions and permitting for all phases of project development including preliminary engineering, environmental, final design, Right-of-way, construction, and project closeout.
  • Experience with Microsoft Project, Excel and Word software
  • Is technically capable and familiar with Caltrans project development procedures and processes as specified in Caltrans Right-of-Way manual.
  • Demonstrates interest in the development and maintenance of client relations.
  • Strong written and oral communication skills are required and working as a team player is very important for this role.
  • Desires to work with multiple agencies to obtain agencies’ permits including local permits.

The expected salary for this position is $116,000- $142,000
Individual pay is determined based on several factors such as work location, education, experience, and unique skills.
