Job Description: Role Summary We are seeking a passionate and driven Culture & Engagement Program Manager to lead our disability inclusion initiative in Japan — SEED. This program is designed to support the employment and development of people with disabilities, in alignment with Japan’s legal requirements. This role will lead the end-to-end program management and serve as the central point of contact for all SEED-related activities including strategic planning, recruitment, member development, and stakeholder engagement. In addition to managing the SEED program, this role will also contribute to broader C&E global initiatives which requires working flexible hour as needed. This is a high-impact role requiring a strong combination of empathy, operational excellence, and cross-functional leadership. What is the SEED Center Program? - The SEED Center program is part of our efforts to include people with disabilities in the workplace. SEED Center team members join a 2-year program where they learn basic business skills and take part in entry-level jobs at HPE Japan through on-the-job training. - We provide a full support system for employees with disabilities. This goes beyond just equipment and facilities. Based on feedback from the TMs themselves, we create a company-wide support network with help from industrial physicians, general affairs, facilities, and HR teams. - We support each person based on their individual needs. In addition to tools and systems, we focus on building the best possible work environment and helping each TM grow in their career. Key Responsibilities 1. SEED Program Ownership & Development • Lead the overall management of the SEED Service Center in Japan and design the basis of the organization and roles. • Develop short, mid- and long-term plans and policies for the SEED program aligned with business and legal requirements. • Design and manage individual development plans for SEED members, including skills training and job placement. • Support SEED members' physical and mental well-being through regular check-ins and consultations. • Maintain a safe, accessible, and inclusive working environment for SEED participants. • Collaborate with HR and business units to create meaningful work opportunities for SEED members. • Execute events such as New Employee Orientation, Family Day, MHS Festival, and inclusive job fairs. • Adjust resources for SEED staff and coordinate roles with related departments (supervisors at deployment locations, occupational physicians, GW) • Act as the responsible party for HPE's disability accommodations and manage external relations (maintain and strengthen coordination with external stakeholders, particularly support schools, vocational rehabilitation, and public employment services) • Act as People Leader for SEED members (attendance management, expense management, contract renewal, implementation of 1on1s, career support, rotations, labor relations) and provide instructions and respond to escalations 2. Recruitment & External Engagement • Lead recruitment efforts for people with disabilities to ensure we meet government requirements and have a healthy TM pipeline. • Develop recruitment plans for new SEED members, conduct selection, and follow up onboarding • Coordinate onboarding, job interviews, and post-offer support. • Build strong relationships with external partners, NGOs, and government bodies focused on disability employment to increase our talent pipeline. 3. Stakeholder Engagement & Collaboration • Drive stakeholder alignment and commitment to the SEED program and broader C&E objectives. • Facilitate collaboration across internal teams to identify and remove barriers to participation and development for SEED members. • Explore and develop internal job opportunities for SEED members. • Partner with C&E, BU/Geo HR Leaders, CoEs such as Talent Acquisition, Learning and Development, and others to support and integrate C&E efforts. 4. Program Management & Continuous Improvement • Develop detailed project plans and timelines for SEED and other C&E initiatives. • Support various Global C&E projects and programs as needed. • Track program milestones, risks, and budgets to ensure successful execution of all initiative (SEED & C&E). • Identify gaps and propose innovative solutions to improve the impact and sustainability of the programs. 5. Communication & Change Management • Create communication strategies and materials that promote disability inclusion and amplify the voices of SEED members. • Partner with global C&E teams to share success stories and promote awareness internally and externally. 6. Data & Reporting • Analyze quantitative and qualitative data related to SEED program participation, retention, and development. • Report on metrics to evaluate program success and inform strategic decisions. • Use data insights to advocate for additional support, resources, or policy changes. • Provide timely updates on and measure of success for the SEED program and other C&E initiatives. Basic Qualifications • Bachelor’s degree in Human Resources, Business Administration, Social Sciences, or related field. • 6–8 years of experience in HR, DEI, Learning & Development, Talent Management, or Program Management. • Strong understanding of Japan’s legal framework for disability employment and related compliance requirements. • Demonstrated experience working with or supporting people with disabilities, preferably in a corporate environment. • Fluency in Japanese and English (verbal and written). • Strong project management, stakeholder engagement, and organizational skills. • Experience developing training and development programs tailored to different audiences. • Analytical mindset with ability to interpret data and make data-driven decisions. • Flexibility and resilience; able to navigate ambiguity and change. • High cultural competence and ability to work across different teams and functions.
