The Department for Work and Pensions is one of the largest Departments in Whitehall, managing the delivering of benefit payments to citizens totalling over £200bn annually. Working in Finance Group in Government, your role is to protect public funds and add value through finance assurance activities.
We lead the Department’s financial management and planning, systems and data development and business planning by implementing the finance strategy for the Department and managing the planning framework that underpins this. We reflect the business plan externally with the centre of government and internally with DWP colleagues. We work with senior leaders across DWP and across government to drive value for money through effective decision making, safeguarding of the Accounting Officer and the Department by developing and ensuring compliance with financial control processes and protecting the payments to the Department’s 20 million claimants and pensioners.

JOB DESCRIPTION

The Purchase to Pay Centre of Excellence (P2P CoE) team is a centralised team within FG Systems and Data Development, established to support the Finance Director General by providing assurance on the effectiveness of and compliance with key financial controls related to the Purchase to Pay Global Process.
The Finance Global Process team plays a key role in the Department’s second line of defence and has developed a strong reputation for providing expert professional advice and support to the business.

The team is responsible for:

  • Reviewing, assessing and reporting compliance with key financial controls, working with the wider business to appropriately strengthen controls.
  • Supporting the DWP Finance Global Process Director to deliver the accountabilities for ensuring the health of key financial processes and working with colleagues across government to meet the process standardisation agenda.
  • Supporting the DWP Finance Global Process Director to develop Purchase to Pay and Business Travel & Expenses Global Processes to meet the cross-government Global Process Design Principles.
  • Owning the Purchase to Pay Business and Travel Expenses Finance Global Policies and Processes.

Candidates can expect to be involved in the following activities:

  • Develop and maintain P2P policy, guidance and process maps.
  • Maintain the procurement hub.
  • Maintain the P2P control framework.
  • Create and maintain new category codes.
  • Routine cleanse activity of Supplier Data base.
  • Master data set administration in DWP (Cat code, account code, VAT, buyers).
  • Deliver routine P2P training requirements.
  • Delivery of Prompt Payment and GPC transparency reporting.
  • P2P Freedom of Information (FOI)/Parliamentary Questions (PQ).

A strong candidate for these roles should be able to demonstrate the following Essential Criteria:

  • (Lead Criteria) Understanding of Purchase to Pay policies and processes.
  • Experience of Oracle iProcurement.
  • Evidence of researching, and analysing information to provide quality advice, guidance and support.
  • Experience of effectively planning for and implementing change.
  • Proven ability to build and maintain stakeholder relationships and be able to collaborate and deliver through others.
  • Proven ability to meet tight deadlines and effectively manage competing priorities.
  • A good working knowledge of MS Excel, Word and PowerPoint
