The Enterprise Capital Engineering Organization are looking for a dynamic leader to oversee North America Capital administration and Compliance, with equal responsibility for Enterprise capital governance system ownership and management.
This role drives capital admin process efficiency, ensures adherence to certain Corporate Financial Instructions (CFIs) and is the central point of contact for our Enterprise capital systems including CPC and CARS+. The ideal candidate brings cross-functional experience, strong system literacy, and a passion for advancing capital governance across the enterprise, delivered through targeted training to advance global capability.

CAPITAL ADMINISTRATION & SYSTEM UPSKILLING:

  • Lead the design and delivery of targeted capital administration training programs to address evolving business needs, with an initial focus on North America and a strategic expansion to Enterprise-wide implementation.
  • Champion the identification and adoption of best practices across the Enterprise in key Governance Operations areas, such as CPC management & Project Maturity scoring amongst others.
  • Provide expert guidance and support to cross-functional and Segment teams on complex capital administration matters, ensuring alignment with governance standards.
  • Collaborate when requested, with Segment Capital Portfolio Leaders and the Controller’s Office to ensure adherence to CFI Group policies 50 and 51, supporting robust compliance and governance frameworks.

Responsibilities

Provide leadership and oversight for the North America Capital Administration function, guiding and supporting two direct team members who are responsible for driving process efficiency and ensuring compliance. The team will:

  • Manage the routing of Capital Project lifecycle documentation through CARS+ (Capital Approval Routing System), ensuring compliance with CFI’s (Corporate Financial Instructions) through regular audits.
  • Review and approve a range of North America capital project administration documents, including Appropriations, PERs, Fast-Tracks, First Additions, Change-in-Scope, Placed in Service, Close-Outs, and PEARLs.
  • Support the development and standardization of capital administration processes, identifying and promoting best practices to enhance global capability and consistency.
  • Lead the preparation and submission of monthly CIP (Construction in Progress) status reports, highlighting outstanding requirements and recommending actions for resolution.
  • Own the administration of contingent workers within the North America Engineering Contractor program

To succeed in this role, you will need the following qualifications:

  • Bachelor’s degree in engineering, Supply Chain Management, Business, or related field.
  • While expert level knowledge of capital admin processes and compliance is not a requirement to begin, you must have a desire to become that expert over time.
  • Familiarity with Capital appropriation process and systems, with demonstrated experience partnering with project teams to drive movement of capital programs through the capital process.
  • knowledge of capital project lifecycle documentation and processes (e.g. Appropriations, PERs, Fast-Tracks, Change-in-Scope).
  • Firsthand experience with capital management systems such as CARS+ and CPC.
  • Experience of large platform management systems such as SAP, Business Warehouse and SharePoint.
  • Ability to influence and collaborate with senior stakeholders, including Controllers Office and Segment Capital Portfolio Leaders.
  • Experience across multiple areas of business, i.e. Operations, Engineering, Project Management, Finance, with in-depth knowledge at SME(Subject matter Expert) level within a single area.
  • High level of computer literacy is required.
  • Excellent written and verbal communication skills.
  • Strong organizational and time-management skills with close attention to detail.
