The Middle East and Africa are among the world's most dynamic energy markets. Governments across the region are investing heavily in energy security, power generation, grid modernization, industrial development, localization, hydrogen, and decarbonization.
Government Affairs plays a critical role in enabling Siemens Energy's business success by translating political, regulatory, and geopolitical developments into actionable business opportunities, stakeholder engagement strategies, and long-term market positioning.
We are looking for a highly motivated Government Affairs Manager – Gulf & Regional Coordination (MEA) to join our growing Government Affairs team.
Reporting directly to the Head of Government Affairs MEA, the role combines direct responsibility for key markets in the Gulf region with a regional coordination function supporting the implementation and evolution of Siemens Energy's Government Affairs strategy across the Middle East and Africa. This includes both market-facing activities and support in driving regional priorities, governance, stakeholder engagement, and business enablement initiatives. The focus on linking Government Affairs activities to business outcomes aligns with the strategic MEA Government Affairs approach.
How You’ll Make an Impact

Support the UAE leadership team in Government Affairs matters, where support is requested by the local Siemens Energy leadership.
- Monitor political, regulatory, economic, and geopolitical developments and translate insights into actionable recommendations for business leadership and project teams. Identify opportunities to strengthen Siemens Energy's positioning with governments, regulators, state-owned enterprises, sovereign institutions, and other key stakeholders.
- Support business development activities and major project pursuits through stakeholder mapping, engagement planning, advocacy strategies, and political intelligence. Build and maintain trusted relationships with senior government officials, ministries, regulators, utilities, embassies, chambers of commerce, industry associations, and strategic partners.
- Support advocacy efforts related to energy security, industrial development, localization, digitalization, infrastructure investment, power generation, transmission technologies, hydrogen, and energy transition initiatives. Identify and mitigate political, regulatory, and reputational risks that may impact business operations or project execution.
- Support strategic stakeholder engagement and public policy initiatives in the United Arab Emirates where these have broader relevance for Siemens Energy's regional business priorities, market positioning, or leadership engagement objectives.
- Support the Head of Government Affairs MEA in driving the implementation of the regional Government Affairs strategy, priorities, and operating model. Coordinate and track execution of regional Government Affairs initiatives, action plans, and key strategic projects across the MEA region.
- Support the development of regional Government Affairs priorities and ensure alignment between country-level activities and broader business objectives. Prepare executive briefings, political intelligence reports, market assessments, stakeholder engagement plans, and leadership communication materials.
- Manage regional reporting processes, KPI tracking, dashboards, and management presentations for regional and global leadership. Support the preparation and execution of executive stakeholder engagements, leadership visits, strategic dialogues, government interactions, and regional events.
- Contribute to the continuous improvement of Government Affairs governance, processes, templates, tools, and best practices across the region. Foster collaboration between Government Affairs, Regional Management, Country Management, Business Areas, Communications, Strategy, Legal, Compliance, and other relevant functions.
