Description JOB TITLE: Government Relations Manager DEPARTMENT: Legal REPORTS TO: General Counsel POSITION STATUS: Full or PT, Exempt GRADE: 8 APPROVED: January 2023 Summary Job Goal: The Government Relations Manager coordinates AVCP advocacy efforts to address AVCP member tribes’ top priorities and advance Family Resource Center and Tribal Resource Center initiatives. **This position does not draft or propose legislation, seek funding, or prepare funding proposals. This is not a lobbying position. Performance Responsibilities: Include the following - Identify, track, and analyze State of Alaska and federal legislation of interest to AVCP and member tribes. Monitor State of Alaska and federal congressional activities and hearings of interest to AVCP and member tribes. Prepare AVCP executives for and/or deliver verbal testimony for tribal consultations and listening sessions, legislative hearings, interviews, etc. Provide education and assistance to empower AVCP member tribes to fully participate in the federal tribal consultation process. In coordination with the Communications Department, create educational advocacy content, including press releases and newsletter articles. Research and draft advocacy documents, including written testimony, white papers, reports, memos, etc. Collaborate with and serve as the liaison in joint advocacy efforts between AVCP and other tribal organizations/consortia. Other duties as assigned. Requirements QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Familiar with general principles of federal Indian law and laws applicable to Alaska Native tribes and tribal organizations. Ability work independently while successfully prioritizing diverse tasks. Ability to stay organized and multi-task in a fast-paced environment. Ability to research, investigate, and effectively communicate legislative matters to lay audiences. Excellent time management and delegation skills. Proficient with Microsoft Office Suite or related software. EDUCATION and EXPERIENCE: Minimum of three years relevant work experience required. Experience representing or working with Indian tribes, tribal consortia, or tribal organizations strongly preferred. Experience working and/or living in Rural Alaska preferred.
