Overview Post Title: Grade IV Payroll Post Status: Permanent Contract Department Payroll Department for Beaumont Hospital Location: Swords Office, Swords, Co, Dublin Reports to: Payroll Manager Salary: Appointment will be made on Grade IV salary scale at a point in line with Government pay policy. €36,109 to €55,463 LSI Hours of work: Full-Time - 35 hours per week Closing Date: 12 noon on 20/2/2026 Please note the hospital reserves the right to close the competition early should a substantial number of applications be received. Position Summary: The duties of the Payroll Officer are to accurately process and produce the hospital payroll and support the Payroll Manager, Deputy Payroll Manager and Finance Department. Adhere to all compliance and all policies of the hospital and statutory regulations. Work with internal and external agencies to provide best practice in all payroll matters. Responsibilities · Responsibility for end to end accurate processing of payroll. Manage workflow so that all payroll transactions are processed accurately and timely · Perform all necessary activities to process any payroll changes including data for new and current employees, benefit deductions, tax and various statutory deductions · Liaising with relevant Returning Officers to ensure payroll returns are submitted in accordance with deadlines, sign off etc · Administer and evaluate timesheets, help Returning Officers resolve any discrepancies · Preparation, data entry and checking of payroll prior to certification · Ensuring that all relevant payroll reports are distributed (if required) checked, signed off and filed appropriately · Manage payroll advance requests, if approved ensure monies given are recouped · Recovery and monitoring of overpayments when identified · Deal with staff and other queries, e.g. HR, external agencies Salary Certificates, password generation (SAP), efficiently and in good time etc · Maintain own knowledge of relevant regulations, legislations, policies, procedures, guidelines and practices to perform the role effectively and ensure standards are met · Provide support/cover for other Team members as required · Provide support to the Deputy Payroll Manager & Payroll Department, undertake payroll projects for Payroll Manager. · Any ad-hoc duties that may arise This document is not intended to be seen as an exhaustive list of duties but highlights the important aspects of all Patients Accounts duties. Qualifications Mandatory In exercise of the powers conferred on me by Section 22 of the Health Act 2004, I hereby approve thequalifications, as set out hereunder, for the appointment and continuing as Assistant Staff Officer,Grade IV in the HSE. 1. Professional Qualifications, Experience, etc (a) Eligible applicants will be those who on the closing date for the competition:(i) Have satisfactory experience as a Clerical Officer in the HSE, TUSLA, other statutoryhealth agencies, or a body which provides services on behalf of the HSE under Section38 of the Health Act 2004. Or (ii) Have obtained a pass (Grade D) in at least five subjects from the approved list ofsubjects in the Department of Education Leaving Certificate Examination, includingMathematics and English or Irish1. Candidates should have obtained at least Grade Con higher level papers in three subjects in that examination. Or (iii) Have completed a relevant examination at a comparable standard in any equivalentexamination in another jurisdiction. Or (iv) Hold a comparable and relevant third level qualification of at least level 6 on theNational Qualifications Framework maintained by Qualifications and Quality Ireland,(QQI).Note1: Candidates must achieve a pass in Ordinary or Higher level papers. A pass in a foundation levelpaper is not acceptable. Candidates must have achieved these grades on the Leaving Certificate Established programmeor the Leaving Certificate Vocational programme. The Leaving Certification Applied Programme does not fulfil the eligibility criteria. and (b) Candidates must possess the requisite knowledge and ability, including a high standard ofsuitability, for the proper discharge of the office. 2. Age Age restriction shall only apply to a candidate where s/he is not classified as a new entrant (withinthe meaning of the Public Service Superannuation (Miscellaneous Provisions) Act, 2004). Acandidate who is not classified as a new entrant must be under 65 years of age on the first day ofthe month in which the latest date for receiving completed application forms for the office occurs. 3. Health Candidates for and any person holding the office must be fully competent and capable ofundertaking the duties attached to the office and be in a state of health such as would indicate areasonable prospect of ability to render regular and efficient service. 4. Character Candidates for and any person holding the office must be of good character Desirable IPASS Qualification and Payroll Experience. Good communication and interpersonal skills including the ability to present information in a clear and concise manner. Commitment to providing a quality service and customer service skills. Flexibility, problem solving and initiative skills including the ability to adapt to change. The candidate must have sufficient admin capacity to discharge the functions of the grade. Organisational skills and attention to detail. The ability to work both independently and as part of a team.
