What You’ll Do: Ohio Department of Public Safety – Emergency Management Agency Report In Location: 2855 W. Dublin Granville Road, Columbus, Ohio 43235 Work Hours: 7:30 a.m. – 4:30 p.m. Under the general supervision of the Grants Administrator in the Preparedness Grants Branch, provide technical guidance in establishment & funding of emergency management programs & grants management: Provide implementation & administration assistance to local governments, state agencies, regional teams & private non-profit agencies for preparedness grant programs (i.e., Homeland Security Grant Program, Emergency Management Performance Grant program, communications grant programs, hazardous materials grant program, & other federal & state programs); Coordinate state agency application & participation in preparedness grant programs; Interface with local & state government & non-profit organizations to assure appropriate applications of federal, state, & local grant regulations (i.e., Code of Federal Regulations, Ohio Revised Code); Implement grant monitoring systems to ensure compliance with federal & state laws, regulations, policies & procedures; Complete desk & field monitoring visits of grant projects to review & evaluate local fiscal & programmatic records, confirm program compliance & progress, identify & resolve discrepancies, & issue reports on findings; Coordinate & approve local & state government & non-profit organizations federal reporting requirements to include entry & submission of the state's required federal reports (i.e., Bi-annual Strategy Implementation Report, Categorical Assistance Progress Report); Create grant commitments for local & state government & non-profit organizations in State accounting system; Review & certify local & state government & non-profit organizations expenditures, & submit necessary documentation (i. e., Cash Requests, Invoices, Time/Attendance reports) to Fiscal Department for payment of eligible costs; Reconcile sub-grantee accounts with Fiscal Department personnel & state accounting system; Identify & resolve differences between sub-grantee, Grants Branch, & state fiscal records; Maintain local & state government, & non-profit organizations grant budget & expenditure details in Agency grants management system; Maintain detailed records of local & state government, & non-profit organizations grant records to include all monitoring visits & responses from sub-grantees; Facilitate responses to &/or for federal, state, &/or local auditor questions; Develop & recommend improvements to the branch's Grants Administrative Plan; Assist in development of grant guidance for eligible grant applicants that outlines federal & state program requirements & restrictions; Develop & conduct training for local & state government & non-profit organizations on adherence to state & federal grant regulations, achieving grant program priorities, grant planning & proper grant administration; Travel to, participate in, & represent the Agency at local, state, & federal conferences or workshops pertaining to homeland security & emergency management grant programs &/or management; Present State policy to local governments for homeland security & emergency management; Develop presentations for Agency use at local, state, & federal grant management conferences or workshops; Travel to & participate in homeland security exercises at state & local level; Support activities in the State Emergency Operations Center when directed; Performs other duties as assigned. 2 yrs. trg. or 2 yrs. exp. in emergency management, public or business administration; 2 yr. trg. or 2 yr. exp. in disaster services & emergency operations; must be able to provide own transportation. -Or completion of undergraduate major core program in emergency management, public or business administration; 2 yrs. trg. or 2 yrs. exp. in disaster services & emergency operations; must be able to provide own transportation. -Or 2 yrs. exp. as Disaster Services Consultant 1, 64911; must be able to provide own transportation. -Or equivalent of Minimum Class Qualifications For Employment noted above.
