Description
SAIC is seeking a Ground System Engineer to join our team in our team. SAIC provides specialized engineering, analysis and operations support to a variety of Intelligence Community (IC) and Department of Defense (DoD) customers. The Ground System Engineer assists the customer with systems engineering and program oversight of International R&D engagements that enable successful software development, demonstration, integration and accelerated transition of capability derived from the program into appropriate US and international enterprise level architecture. The Ground System Engineer will be responsible for supporting the customer with acquisition, portfolio management, and program management. Acquisition support includes, but is not limited to, developing SOWs, CDRLs, inter-agency agreements (IAs), and other acquisition artifacts needed to get the PA work on contract. The Ground System Engineer will assist with budget and contract forecasts and facilitating international funding transfers. Job Description: The Ground System Engineer coordinates and monitors Project Arrangements (PAs) to ensure each is maintaining technical development within approved budget and schedule baselines. The Ground System Engineer assists with organizing, coordinating and tracking development activities across the multiple PAs. The Ground System Engineer coordinates with the customer to plan and facilitate FVEY meetings with international partners. This involves coordination of meeting agendas and logistics. The Ground System Engineer will need to maintain status of each of the PAs to ensure appropriate program management rigor is applied to gain early insight into any technical, budget, or schedule risks. The Ground System Engineer will also support NRO processes such as TIER, RMF, and RFC. Required Education: Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience ; PhD or JD and four (4) years or more experience. Required Qualifications: Demonstrated program/project management experience. Demonstrated Systems Engineering experience. Demonstrated ability to manage multi-million-dollar budget and projects. Demonstrated experience working across the NRO. Draft common acquisition artifacts such as statement of work, CDRLs, In Scope Determination, and proposal evaluation criteria. Critical thinking, problem solving, and analytical skills. Self-starter and taking the initiative, requiring minimal direction and supervision. Desired Qualifications: Proficient in Microsoft Office (Word, PowerPoint, Excel, and SharePoint). Proficient skills using JIRA and Confluence. Prior experience working with FVEY partners. Required Clearance: Must be a U.S. Citizen with an active TS/SCI clearance with a Poly.
