HCMS CHIEF PROGRAM OFFICER:

On behalf of our Digital Health client, Procom is searching for a HCMS Chief Program Officer for a contract role. This position is a hybrid position with occasional travel involved.

HCMS CHIEF PROGRAM OFFICER - JOB DESCRIPTION:

The project involves implementing the Human Capital Management System (HCMS) product across seven health organizations in the province to improve human resource management. The project aims to replace existing HR applications with the Workday SaaS solution, enhancing accountability, performance management, and workforce reporting.

HCMS CHIEF PROGRAM OFFICER - MANDATORY SKILLS:

  • Experience leading Workday SaaS HRM solution implementations at an enterprise level
  • Master’s degree in computing science, business administration, or related field
  • 15 years of experience in complex HCMS/ERP environments, with 10 years in leadership
  • Formal project management training, preferably PMP Certification
  • Expert knowledge in program, project, and change management methodologies
  • Strong executive-level communication and leadership skills
  • Experience with BC Health sector organizations and information systems

HCMS CHIEF PROGRAM OFFICER – NICE-TO-HAVE SKILLS:

  • Experience with multi-organizational implementations
  • Familiarity with provincial health systems
  • Experience with SaaS product deployment
  • Knowledge of labor relations and HR policies
  • Experience with financial management in large-scale projects
Responsibilities
  • Provide executive leadership for the delivery of the HCMS across seven health organizations
  • Engage with stakeholders to support HCMS vision and goals
  • Establish governance structures for strategic alignment and tactical delivery
  • Prepare project reports, manage risks, and oversee the full program implementation life-cycle
  • Lead program teams, manage performance assessments, and oversee recruitment
  • Develop and manage program budgets, reporting regularly on financial performance
  • Support transition to operations within the Provincial Digital Health team
