JOB REQUIREMENTS

  • Consulting and Facilitation: Able to lead strategic conversations, diagnose client needs, and facilitate workshops or training sessions with clarity and confidence, especially in international and multi-stakeholder settings
  • Content Development: Proficient in creating facilitation materials, templates, and operational tools that translate insights and frameworks into practical applications
  • Curriculum Adaptation and Localisation: Skilled at contextualising training content to different sectoral, organisational, or national contexts using skills-first frameworks
  • Stakeholder Engagement: Adept at building rapport and working with partners, clients, and internal teams across levels to co-create solutions and sustain engagement
  • Innovation and Prototyping: Comfortable testing and iterating new approaches with users or stakeholders and refining models for scale
  • Project Coordination and Execution: Strong ability to plan, execute, and manage multiple deliverables and timelines
  • Experience working with within national agencies (e.g., SSG, WSG) or in international consulting environments involving workforce transformation or capability development
  • Familiar with the SkillsFuture ecosystem, including skills frameworks, jobs-skills insights, and the use of data and digitalisation to drive skills-first strategies
  • Exposure to areas such as adult learning, curriculum design, or organisational development
  • Brings an international or cross-cultural lens to consulting, training, or system-level change, with the ability to adapt approaches across contexts
  • Knowledge of service design, agile methods to support iterative prototyping and user-centric programme design

ABOUT THE ROLE

The Office for Skills-First Practices aims to build capability and mindshare of stakeholders to articulate, activate, and recognise skills, thereby driving the optimisation of human capital development and effective use of skills in Singapore. We’re looking for a dynamic practitioner with strong execution capabilities, stakeholder savvy, and a passion for advancing skills-first transformation.
As a Head, Capability Development in Office for Skills-First Practices, you will play a key role in delivering client-facing consultancy and training engagements, while also supporting internal innovation efforts that advance the Centre’s strategic vision.
In this role, you will represent the Office and IAL in conducting high-quality consultancy projects, workshops, and training sessions—particularly for revenue-generating local and overseas engagements. You will contextualise skills-first concepts and practices for diverse countries and sectors, ensuring exceptional client experience and delivery standards.
Beyond external engagements, you will also contribute to the development and testing of transformational projects that help employers embed and adopt skills-first practices. This includes co-developing facilitation tools, resources, and scalable models informed by pilot implementations.
This role blends programme delivery, client facilitation, stakeholder coordination, and hands-on execution, requiring a dynamic and self-driven professional with strong consulting, facilitation, communication, and adaptive project delivery skills. You will report to the Deputy Director and work closely with cross-functional team and external partners in a fast-paced, evolving environment.
