Closing Date 30 June 2026 (Tuesday)Position Title Head Counsel (Legal & Compliance)Reporting To Chief Regulatory Officer, Single BuyerMission (Sources of Values) To prescribe, plan and strategise an efficient legal function for the effective implementation of Single Buyer’s energy procurement operations, while ensuring proper legal, regulatory and contractual risk management for the best outcome of Single Buyer and the electricity system.Accountability & Responsibility Evaluate and strategise on power and non-power purchase projects ensuring proper mitigation of all risks and best outcome for power industry and the electricity system Strategise and negotiate draft agreements for complex power purchase, cross-border transactions, fuel agreements, market related agreements and ancillary agreements Strategise and negotiate draft agreements involving operations of Single Buyer including services agreements, NDA, MOU and related agreements Manage and monitor regulatory issues relating to energy procurement, the power industry and Single Buyer operations Scan policy, legal, contractual and regulatory risks that may affect the operation and sustainability of Single Buyer and the electricity system, and propose appropriate mitigation measures and solutions Advice on and manage potential disputes, claims or legal proceedings involving Single Buyer, including relating to Single Buyer/TNB arrangements, where applicable Shape policy decisions and proactively engage stakeholders to ensure the best outcome for Single Buyer and the electricity system  Ensure talent and capability building in relation to legal matters, contract drafting and management, regulatory requirements and market-related legal matters KPIs Value creation from legal strategy % completion of initiatives on solving issues End Products Power purchase agreements, SLAs, cross-border agreements, fuel agreements, ancillary agreements and other non-power contracts Legal opinions, advisory notes and risk assessments to support management decision-making Dispute management strategy and legal mitigation measures Amended or improved documentation specifically on legal, contractual and regulatory matters Legal and regulatory inputs to support SB’s procurement operations, stakeholder engagements and strategic initiatives Competencies L1-VisionL2-Business AcumenL3-Engaging OthersL4-Self and People DevelopmentL5-AccountabilityL6-Result OrientationF-Business Functional KnowledgeF-Internal Business Processes ManagementF-Knowledge of TNB's Business & Related RisksF-Business Strategy DevelopmentF-Networking and Interpersonal SkillsF-Strategic ThinkingF-Technical Report Writing and PresentationF-Strategic Negotiation SkillsF-Business Needs Analysis & StrategyEducation and Knowledge Bachelor of Laws, LL.B.
