Description
Strategize, advise, lead and manage process safety management programs in minimizing the likelihood of Process Safety incidents. Drive compliance to Process Safety requirements, expedite gap closures and formulate intervention plans for continuous improvement. Provide technical safety advice for related activities and have oversight of potential Process Safety risks including adequacy/effectiveness of barrier management. Promote effective implementation of Process Safety via related competency/culture programs. Process Safety Framework & Strategy Strategize, drive, lead and provide oversight on the implementation, compliance and effectiveness of Process Safety requirements control elements to prevent process safety incidents towards achieving business goals. Risk Management Strategize, review and lead effort to manage the overall process safety threats, barrier health and effectiveness (including the mitigation plans) to reduce Process Safety risks to ALARP to prevent Process Safety Incidents. Provide oversight and advice on weak signals and creeping changes that may pose threats to Process Safety. Establish, advice and review the analysis of Process Safety aspect performances, key indicators and process safety incidents trends to gauge the effectiveness of Process Safety system and compliance. Provide insights and formulate interventions/escalate high risk issue to management. Process Safety Assurance Strategize, plan and lead the implementation of Process Safety assurance programs to promote compliance to Process Safety requirements and identify common issues. Review the analysis of the assurance findings & intervention plans and provide insights to the management on Process Safety gaps for resolutions and continuous improvement. Operational support and advisory: Strategize and lead key operational discussions, assessment, and troubleshooting that may impose threat to Process Safety. Advice and influence decisions on potential process safety risk and asset integrity issues towards safe plant operations. Drive formulation and implementation of multidiscipline intervention plan to address process safety risks. Lead/review incident investigations for all process safety related incidents. Process safety competency and culture Strategize, plan, and coach/advise on Process Safety related competencies for Process Safety Executive and interrelated disciplines across the company. Strategize/lead/influence the implementation of Process Safety culture programs and learning from experience (incidents, near-misses) to improve Process Safety culture among the staff and contractors. Technical Safety Review the quality and provide Process Safety technical advice and expertise on critical decision on risk associated with process, technology and design throughout facility life cycle with escalation to higher management if required. Strategize, review and lead/participate in Process Safety related studies (e.g. HSE Case/CIMAH) to ensure ALARP Demonstration is adequately done. Drive operationalization of HSE Case/CIMAH including compliance to performance standards by multidiscipline e.g. design, operating performance standards.
