JOB DESCRIPTION

The Information Services Division (ISD) supports and delivers
a range of efficient, resilient, innovative and secure digital
services to enable COPFS to deliver its core services.
As the Head of Enterprise Applications Development, you will
be responsible for designing, building, implementing, and
supporting a diverse portfolio of case management and
corporate digital applications and information management
systems.
You will lead a talented team of developers and work closely
with stakeholders to optimise, consolidate, and continuously
improve our application estate.

QUALIFICATIONS

Education to a degree level in a computing or IT-related subject – or demonstration of equivalent professional training and
experience

TECHNICAL SKILLS

We’ll assess you against these technical skills during the selection process:

  • Strong technical understanding of current software application development techniques (e.g., Angular.js, Spring MVC / Spring REST / Spring JPA, .Net Core Web API, .Net Core REST, .Net Entity Framework).
  • Development targeting Microsoft Azure cloud platform and modern authentication methods
  • Strong understanding of the full life cycle of software development gained from previous employment in a software development environment or major software implementation project

ABOUT THE ROLE:

Step into a pivotal role at COPFS’ Information Services Division (ISD), where innovation meets security. As the Head of Enterprise Applications Development, you’ll be at the helm of transforming our digital landscape, driving efficiency, resilience, and cutting-edge solutions.
Lead a dynamic team of developers and collaborate with key stakeholders to revolutionize our application estate. Your strategic vision will shape the future of our digital transformation, ensuring seamless integration and continuous improvement of our case management and corporate digital applications.
We are looking for applicants with a background in software development, experience in leading technical teams and knowledge of software security compliance.

SCOPE OF THE ROLE

• Supervise and manage both our internal software
development team and external contractors.
• Provide strategic direction and supervision of all software
development activities, ensuring alignment with our Digital
Transformation Programme, Criminal Justice
Recover/Renew/Transform Programme and Justice Digital
Transformation funded projects.
• Advise on and deploy appropriate software development
methods, governance, and compliance measures to
maintain the highest standards.
• Establish development standards and processes that
ensure the delivery of high-quality digital applications and
information systems.

ROLE SPECIFIC DUTIES

• Work collaboratively with other heads of departments to
create and deliver COPFS’ digital applications and web
solutions.
• Coordinate and manage all aspects of the software
development effort to deliver ISD’s Portfolio priorities and
contribute to solutions analysis and planning.
• Creating or approving high-level technical software
designs for new solutions.
• Lead the development of systems and services, justifying
and communicating technology decisions across all digital
projects.
