About the job. National Highways’ Head of Asset Management Future Planning has a critical role in shaping the future serviceability of England’s Strategic Road Network (SRN). This role will work across the business, as part of the newly formed Asset Management Division in Operations, quantifying the risk and impact of future challenges such as climate change adaptation, ageing assets and resourcing constraints and, in response, set out, agree and communicate long-term, multi-RIS investment scenarios for asset maintenance and renewals across the (SRN). * Lead and develop National Highways’ approach to long-term, multi-RIS asset investment, which supports customer service and economic growth through improved route resilience, ensuring associated policy and guidance is established to enable the organisation to deliver its own objectives whilst best supporting the aims of key stakeholders. * Identify long-term challenges and opportunities on the network, particularly on key routes, at key nodes and for significant assets, utilising the annual State of the Network Report, while supporting the development of route strategies and any related future strategic studies to be more asset focused. * Develop long term asset investment visual modelling tools to quantify and readily present changing scenarios and associated prioritised high-level interventions to advise and engage with National Highways Executive and Department for Transport, ORR and other Government Departments at a senior level, creating a multi-RIS view of the SRN’s strategic asset needs and investment scenarios * Build, maintain, and actively engage with a network of internal and external key stakeholders that are involved in developing, shaping and influencing asset management and the asset needs of the network to provide advice and input into key decisions on the future maintenance and renewals needed to contribute to the delivery of the priorities for National Highways. About you. * In-depth knowledge and understanding of the work of strategic planning functions, developing future plans in a highly visible, transparent and scrutinised environment. * Strong technical experience within relevant business environment such as highways or rail in a transport planning, infrastructure/asset development and/or economic development capacity * Experience of working effectively across organisational boundaries to deliver results, influencing and informing Government agendas and policy * Leadership in a changing and complex environment, with significant experience in leading and managing specialist technical teams to deliver high performance * Excellent communication and presentation skills, both verbal and written, to be able to share the vision, provide direction, lead across team boundaries and motivate others.
