We have an exciting opportunity at AGS Airports Limited for a Head of Capital Delivery to join our Capital Projects team.
This is a permanent, full time role and will be based at Glasgow Airport, with some travel to Aberdeen and Southampton airports.

JOB DESCRIPTION

The role holder is the lead senior manager responsible for the programming and delivery of capital projects across the airport group to ensure that the airports operated by AGS Airports Limited derive maximum efficiency and return on capital investment.
There is a core requirement to lead and manage the programme and project delivery managers and the commercial and framework management teams, in different locations across AGS’ airports, to ensure capital investment is requested, appraised and programmed to optimum levels.
The role holder will work in partnership with the Group Head of Airport Development and Service, being accountable for setting at least three year rolling investment plan as well as proactive and reactive programming.
The role holder will manage the core capital deliverables required by the Group, as measured and defined by the Portfolio Performance function, ensuring the capital delivery resources (internal and external) are managed to optimum levels and driving efficiency from framework contracts and suppliers.

PRINCIPLE ACCOUNTABILITIES

  • Working closely with the Group Head of Airport Development and Service to programme the 3-year investment plans, ensuring projects are delivered in full collaboration with the Executive Committee and
  • Airport Managing Directors to ensure delivery of the plan in line with the individual airports and overall Group strategy.
  • Accountable for preparation, implementation, and management of AGS’ three-year rolling capital delivery plan, including taking appropriate action when deviations from the plan arise.
  • To determine the most cost-effective means of procuring the three-year rolling capital investment programme and illustrating how value is being delivered at each stage, ensuring suitable contracts are in place for all consultants and suppliers, which is benchmarked across the airport sector and construction industry.
  • A member of the Investment Committee for AGS, providing subject matter expertise and encouraging open debate on project performance, effectiveness and efficiency.
  • Monitor local Airport spend in projects which to do not require Investment Committee approval. Working with Portfolio Performance function with analysis on key themes and business drivers to support key decision makers.
  • Working with Portfolio Performance ensure clear programme KPI’s and milestones are identified, tracked, reported and delivered.
  • Effective identification and management of stakeholders and where necessary management of critical dependencies and conflicting needs.
  • Identify all enabling works required to deliver capital plan and where necessary commission small enabling projects in liaison with Group Head of Airport Development and Service.
  • Identify projects where early approvals are required to ensure timely completion and delivery of projects (i.e. planning / statutory approvals).
  • Accountable for the execution of all capital projects from brief to delivery, commissioning and integration following the AGS Capital Process ensuring all relevant approvals, both internal and external, are in place.
  • Effective identification and management of stakeholders and where necessary management of conflicting needs.
  • Working with Portfolio Performance implement clear and effective reporting regimes to provide accurate and timely project information on safety, cost and time.
  • Accountable for the definition, management and control of programme/project risk allocations to drive early cost certainty, minimise unforeseen cost shocks and through development of risk intelligence capability, the early release of risk money for reallocation to fund further investment needs.
  • To champion and ensure all projects comply with Health, Safety, Security and Environment (HSSE) policies and all relevant legislation, compliance and standards.
  • Ensure outputs from project briefs are delivered that meet the clients’ expectations in respect to scope, quality, programme and value for money.
  • To engage with Framework suppliers, consultants and wider supply chain to ensure their delivery is aligned to affordability and AGS standards ensuring value for money, with consideration for innovative solution and creative methods aligned to AGS strategic objectives
  • Continually develop cost intelligence capability using data captured from completed projects, industry benchmarking and appropriate sector indices.
  • Working closely with Asset and Infrastructure peers to identify and share appropriate cost intelligence information to drive maximum value from asset lifecycle costs, provide early project cost certainty, support risk and contingency allocations and drive appropriate cost KPIs to support efficient delivery.
  • Lead Project Managers and Quantity Surveyors across AGS (internal and external) developing their competence through coaching and strong performance management.
  • To develop resourcing plans required to deliver the three-year rolling investment plan including the need for professional training, succession planning and recruitment requirements.
  • Create great experience for all customers both internal and external by instilling high levels of customer service across our teams and the wider business.

QUALIFICATIONS AND EXPERIENCE

Head of Capital Delivery will require to have:

  • The candidate must have senior leadership and programming experience, with a proven track record of outstanding client focus, whilst displaying the essential skills of stakeholder management.
  • Ability to interpret and analyse a broad range of complex issues, develop coherent evaluation principles, and determine the optimum outcome in line with evaluation principles.
  • Experience in a programming large scale capital projects in conjunction with a portfolio of other multiple project deliverables, particularly in a dynamic, yet regulated environment.
  • Ability to interpret a range of technical analysis and evaluate options strong financial and commercial acumen.
  • Excellent communicator at all levels both verbally and in writing.
  • Extensive experience of working at senior management level with strong interpersonal skills capable of building effective relationships with key stakeholders.
  • Experience in managing significant, complex capital projects in infrastructure.
  • Relevant qualification in Project Management - evidence of continuous development.
  • Experience of working in a construction environment
  • Working knowledge of NEC contracts
  • Experience in a range of capital projects
  • Knowledge and experience of Construction Design and Management Regulations
  • Preferable experience of delivering projects in an airport operating environment, especially with regards to CAA and DfT requirements
