ESSENTIAL REQUIREMENTS

The successful candidate must be able to demonstrate:

  • An Honours degree (NFQ Level 8 or higher) in a discipline relevant to this position, such as Business, Engineering, or Science.
  • Minimum of 10 years’ experience directly relevant experience in working in the management of fast-moving delivery programmes, organisational transformation and external contract management. A relevant masters can account for one year’s experience.
  • Proven track record of team leadership, programme design, management, and delivery at scale and pace.
  • Experience of representing an organisation at senior level nationally and/or internationally in areas relevant to the role.
  • Effective leadership and strong management skills.

Responsibilities

We have an exciting opportunity in Delivery Department of the National Retrofit Directorate in SEAI.
The Delivery Department is responsible for the operation, management and scaling of SEAI’s main domestic retrofit delivery programmes. This is a very active and dynamic role which is at the vanguard of SEAI achieving its significant domestic retrofit delivery targets.
The Department’s role is to manage and operate the main retrofit delivery programmes in accordance with best practice and relevant governance and legislative requirements. There is also a significant requirement to be able to continuously assess programme performance and implement appropriate organisational transformations such that the Department is positioned to be able to deliver the pace and scale envisaged in the Government’s Climate Action Plan.
The Head of Department will lead a team of Programme Managers each with their own teams with responsibility for leading and supporting the delivery of domestic retrofits at scale, through several different programmes. Given the dynamic nature of the business and the need to ensure we are positioned to be able to meet expanding targets the specific team structure is likely to continue evolving to ensure Ireland is placed to achieve our climate action targets. Programme and associated targets are likely to be enhanced / changed / retired as required. It is expected that the Head of Department will both lead and support innovation in SEAI’s delivery model, to ensure the Department and organisation is placed to achieve its targets.
The Head of Department will be expected lead a diverse team, to build and maintain strategic relationships with key internal and external stakeholders which include policy makers and industry. This will include inter alia supporting SEAI in various internal and external fora.
Reporting to the Director of National Retrofit, the Head of Department will also be expected to display strong external contract management skills to ensure SEAI can maximise the effectiveness and efficiency of outsourced contracts supporting the delivery of home retrofits at scale. The successful candidate will be the to the fore in managing outsourced contract agents to ensure both the Department and SEAI can achieve its targets.
As a member of the Senior Management Team, this role will also be expected to make a key contribution in organisation-level strategic thinking, in engagement with stakeholders, and in the communication of key messages.
