Job Level & Seniority: Senior Manager/ Director level Role Overview: We are seeking a visionary Head of Delivery & Portfolio Management to architect, govern, and scale our enterprise-wide service delivery system. This is a singular opportunity to build a new, high-impact function that ensures the predictable, efficient, and high-quality deployment of the digital platforms that power essential services and national growth. As the Head of Delivery, you will be the chief architect of our Delivery Governance Framework and the Head of the new, standalone Project Management Office (PMO), reporting directly to the Chief Operating Officer (COO). This strategic positioning mandates your cross-functional authority to orchestrate efforts across Product, Engineering, BizDev, and Operations. You will not manage day-to-day projects; instead, you will own the machinery of delivery. Key Responsibilities: Strategic Delivery Governance and System Design: Define, own, and continuously improve the enterprise-wide Delivery Framework, ensuring predictable, high-quality service deployment from end-to-end service onboarding through defined success criteria. Portfolio Management and Resource Strategy: Own the unified project portfolio view, lead prioritization, and make strategic decisions on resource allocation and capacity balancing across all core delivery functions (PMO, Engineering, etc.). Cross-Functional Alignment and Escalation: Act as the central orchestrator to align Product, BizDev, and Operations on scope, timelines, and responsibilities, and serve as the final escalation point for cross-departmental delivery blockages. Delivery Performance, Optimization, and Scalability: Monitor delivery performance, drive continuous improvement initiatives (e.g., cycle time reduction, methodology evolution). Experience and Skills: This role requires a blend of strategic systems-thinking and exceptional disciplined execution. 8 to 10+ years in project/program/delivery management, with 5+ years in a senior leadership role overseeing enterprise-level delivery or portfolio management. Proven success in tech/software, digital services, or complex delivery environments (fintech, telecom, or systems integration). Demonstrated success in establishing or strengthening formal delivery frameworks, managing large, multi-dependent programs, and achieving measurable throughput and cycle time reduction. Deep knowledge of delivery and project management disciplines (not just tools), including both Agile/hybrid methodologies and the ability to design and enforce stage-gate governance models. Leadership & Execution Experience in designing the end-to-end "delivery machinery," zoom out to portfolio-level patterns, and building structure Great collaborator with the ability to influence and align diverse stakeholders by communicating a compelling product strategy with clarity and conviction. Highly focused on execution discipline, ensuring predictable results, skilled in risk prediction, and building systemic fixes. Exceptional written and verbal communication skills, capable of engaging both technical and non-technical audiences. Preferred Skills Specialized Certifications in project/ portfolio Management Experience in government-facing digital services or regulated environments. Experience in scaling delivery organizations, exposure to product strategy or commercial operations, and the ability to build and optimize delivery playbooks. Experience in change management or organizational transformation initiatives.
