Job Description The Head of Delivery requires a proven industry leader with extensive experience in managing high-profile, complex capital programmes. The role holder will be responsible for leading and overseeing programme delivery, while also collaborating with the business to define best practice frameworks, guidelines, and policies that establish standard ways of working. These practices will support integration and ensure consistency across delivery efforts. The role involves leading a highly motivated team of senior Programme Directors, fostering a collaborative and performance-driven environment. A key aspect of the role is building strong, trust-based relationships with internal and external stakeholders to secure support for all programme delivery activities. Key responsibilities Develop and implement a delivery strategy and roadmap aligned with organisational capacity needs. Lead cross-functional teams to ensure successful programme execution from site initiation to final handover. Maintain strict control over time, cost, and quality to meet approved specifications and budgets. Set reporting standards and proactively address deviations from process or best practice. Continuously assess programme performance to ensure alignment with objectives and value for money. Provide regular updates to senior leadership through board papers. Establish and enforce health and safety standards across all delivery activities. Ensure compliance with evolving legislation, industry standards, and best practices. Drive team performance through clear targets focused on financial results, quality, and client satisfaction. Guide Programme Directors and optimise resource use to deliver expected outcomes. Promote continuous improvement and efficiency across all programme delivery areas. Qualifications Experience Over 20 years of experience, including 10+ years in senior management, with a strong track record in delivering high-value transport infrastructure capital programmes. Deep expertise in capital project delivery and integration within complex operational and investment environments. Proven leadership across project management, procurement, contracts, finance, and change management. Skilled in planning, governance, and team leadership, with clear goal-setting and role definition. Experience in developing and implementing infrastructure delivery frameworks, policies, and standards. Strong understanding of design and delivery for technically complex projects in architecture, engineering, and construction. Effective stakeholder engagement across all levels to support delivery and improve processes. Skills The role requires a high-impact leader with a proven ability to manage large-scale, high-value programmes. They will drive delivery, embed best practices, and foster collaboration across internal and external stakeholders.
