Overview We are seeking a strategic, well-connected, and mission-driven Head of Federal & Congressional Policy to anchor our Washington, D.C. presence, lead engagement with key congressional and federal stakeholders, and manage a seasoned in-house D.C.-based policy team and or consultants. This individual will help shape policy, build relationships, and secure long-term alignment with national priorities. This role is ideal for a seasoned D.C. professional who has at least 10+ years of experience in government affairs, federal policy, and technology/aviation advocacy. The ideal candidate has worked across the aisle and both chambers of Congress, knows how to hire, manage, and drive consultants to action, can deftly navigate trade associations, and understands the pace of innovation in emerging technologies and thrives at the intersection of industry, government, and public interest. Responsibilities Lead day-to-day federal government engagement team across legislative and executive branches, with emphasis on aerospace, transportation, energy, and innovation portfolios. Shape the effectiveness of the government policy team - those who you directly manage and those who you work closely with - helping everyone level up their potential, collaborate, and drive results for the company. Cultivate and maintain high-level relationships with policymakers, congressional staff, agency officials, and key advocacy coalitions. Monitor, analyze, and advise on legislation, regulatory developments, and appropriations affecting advanced air mobility (AAM) and eVTOL markets. Draft policy briefings, advocacy materials, testimonies, and internal memos for executive leadership. If necessary, represent the company at congressional hearings, agency meetings, trade associations, and industry coalitions. Advance and protect the company’s interests in federal policy discussions, funding programs, defense procurement processes, and emerging regulatory frameworks. Partner with cross-functional teams—especially engineering, legal, business development, and executive leadership—to translate technical innovation into clear, actionable government engagement plans. Required Minimum 10+ years of experience in federal government affairs, legislative affairs, or public policy—with demonstrated success in defense, technology, aerospace, or mobility sectors. Strong working knowledge of U.S. federal government structures, appropriations process, and authorization cycles. Proven track record in managing advocacy strategies, building bipartisan relationships, and delivering results under pressure. Excellent verbal and written communication skills; confidence briefing senior executives and government officials alike. Unquestionable ethics, discretion, and ability to navigate high-stakes and sensitive government interactions. Bachelor's degree required; Master’s degree in public policy, political science, international affairs, or a related field is a plus. U.S. citizenship required; security clearance (current or prior) preferred but not required. Ability to travel up to ~50% Desired Compensation at Joby is a combination of base pay and Restricted Stock Units (RSUs). The target base pay for this position is $176,400 - $235,200/yr. The compensation package will be determined by job-related knowledge, skills, and experience.
