JOB SUMMARY

We are responsible for the day-to-day operation of our vast Estate by managing a private sector supply chain that delivers essential services such as Security Guarding, Maintenance, Property and Leasehold Management, Construction, Cleaning and Facilities Management.

KEY ACCOUNTABILITIES
- Support the Head of Asset Management in the definition and delivery of the Asset Management Strategy for the DWP Estates property portfolio.
- Responsible for development of whole life costing approach to Asset management, enabling strategic investment decisions to provide long term value for money.
- Develops and leads the implementation and delivery of asset management strategy, though Capital Investment, LCW / PPM programs.
- Ensures the efficacy of the Department’s asset management spend, focusing on the health and safety of people and the provision of improved overall working environments for employees.
- Understands and applies the principals set out in GovS0004PDS010 and in particular the FMS007 GPF Guidance to support demonstration of maintenance liability and funding applications through analysis of large data sets, relating to lifecycle, asset condition, and investment costs.
- Development of strategic alignment, collaboration and processes to ensure efficient interfaces with wider DWP Estate management functions
- Development of asset management reporting requirements in liaison with the Supply Chain and the provision of accurate MI.
- Overall responsibility for defining the investment strategy for Lifecycle works, including planning and prioritisation of identified projects to ensure that the allocation of funds is based on asset condition, criticality and affordability.
- Drives the management of assets and development of asset strategies, in support of achieving defined Sustainability and Net Zero Carbon objectives
- Supports Estates LCW Project Delivery team with the management of project delivery, providing scope requirements, technical advice, and strategy to optimise delivery of LCW, maximising value and improvement from the available budget.
- Overall responsibility for the collection and maintenance of asset and system condition data, including surveying, assurance, and audits.
- Defines the standards for Surveying and asset register audits in relation to the definition and accuracy of all asset data.
- Regular liaison with supply chain partners in relation to asset management performance including projects, life cycle works and improvement programmes or initiatives.
- Fosters a ‘one team’ culture of quality and continuous improvement across the extended organisation.
- Overall responsibility for the management of technical due diligence of FM Supplier maintenance work orders.
- Provides technical expertise and support to the Projects Delivery and Operational Teams, supporting with reactive works, identified asset performance issues, Landlord issues and remedial actions.
- Where technical expertise is required that is out with the competencies within the team, obtains such expertise through the supply partners or through additional procurement.
- Provide support and deputise for the Head of Asset Management as required.
ESSENTIAL SKILLS, KNOWLEDGE & EXPERIENCE
- Demonstrable experience of working at senior management level, leading teams and delivering asset management on a large commercial property portfolio.
- Experience of defining and delivering asset management investment strategies to drive value and meet corporate objectives.
- Can demonstrate a thorough knowledge of building pathology, defect diagnosis, option appraisal, cost analysis and project management.
- Previous experience of designing, managing and delivering asset data collection, and asset condition assessment survey programmes across large commercial estates including experience in applying Uniclass, and assessing asset replacement demand.
- Proven experience in leading the management and interpretation of asset condition data, including defining forward and backlog maintenance liability, and reporting on investment demand.
- Previous experience of designing prioritisation strategies and producing lifecycle and capital investment work programmes across large multi-functional commercial estates, demonstrating an in depth understanding of the factors influencing investment choices.
- Experienced in managing multi-million pound Lifecycle and Capital expenditure budgets, from identification of required funding and supporting funding applications business cases, to working with Project Delivery and Finance stakeholders to deliver reporting and required programme level outcomes.
- Experience of Asset Management on a commercial leasehold estate, including acquisitions and divestments, and a thorough knowledge of the application of commercial lease terms.
- Has experience of FM supplier work order management relating to core and call off based contracts, including review of minor works applications, technical due diligence, and can demonstrate commercial astuteness connected with contractual obligations and interpretation.
- Ability to analyse significant amounts of data supporting a large portfolio and identify opportunities or risk for the department.
- Strong project management skills in relation to working with multiple stakeholders, leading multi-disciplinary teams, to achieve desired outcomes, across a large multi-site and complex commercial estate.
- Experience of using CAFM Systems & Strong IT skills – Using Microsoft 365
QUALIFICATIONS
• MRICS (Chartered Surveyor) with significant relevant post qualification experience in the management of large commercial estates.
