Description
We are seeking a visionary Head of PPP Strategy & Development to lead the identification, structuring, and execution of Public-Private Partnership (PPP) projects in the rail transport sector. Based in Jeddah, Saudi Arabia, you will drive strategic initiatives from opportunity identification to financial close, ensuring successful delivery of world-class infrastructure projects. What You’ll Do: Lead Market Analysis: Identify and evaluate PPP opportunities in rail transport across the region. Drive Financial Structuring: Build advanced Project Finance models and assess feasibility. Manage Bids & Negotiations: Oversee proposal development and negotiate complex contracts with public entities, partners, and lenders. Risk & Stakeholder Management: Develop risk mitigation strategies and maintain strong relationships with governments, investors, and consortium partners. What We’re Looking For: Experience: 8–10 years in PPP lifecycle management within infrastructure, investment banking, or consulting. Expertise: Advanced financial modeling, PPP legal structuring, and negotiation skills. Education: Degree in Engineering, Economics, Business, or Law; MBA or specialized Master’s preferred. Languages: Fluent English (C1); Arabic and Spanish are a plus.
