What we are looking for A strategic thinker with strong senior level experience in programme quality and support (MEAL or partnerships). A background and expertise with Learning, MEAL Systems and systems change. Experience with start-up operations, and innovative business models of aid with Strong knowledge of the context in North Africa and/or West Asia as well as the donor landscape in the region. Leadership experience with strong people development capacity. What you will be doing With a strong focus on programme quality and support, the Head of Programme Support Unit will guide the development and continuous evolution of NRC’s HMH(Human Mobility Hub) grant portfolio and will be accountable for Project Cycle Management, delegating responsibilities accordingly. As delegated from the Director, ensure a robust Monitoring, Evaluation, Accountability, and Learning system for the HMH and coordination of learning efforts across multi-Core Competency programmes as well as a large network of National Partners and Local Actors. The role will also have oversight of internal NRC processes linked with Partnerships and Partnerships focussed MEAL. Key responsibilities: Support in the development of multi-year funding strategy, programme forecasts and identify funding opportunities, taking particular account of changing donor priorities. Accountable for compliance in relation to grant management and project cycle management processes, as delegated from the HMH Director. Manages the development of submissions to donors, including project proposals and coordinate input for reporting to donors. Responsible for quality control of donor applications and reports. Responsible for partnership contract management and partnership strategy development under the HMH Responsible for the management of consortia of which NRC is the lead agency, and in development of any consortia applications; line management of the consortia managers, when delegated by the Director. Responsible for partnership contract management and partnership strategy development under the HMH Ensure that there is a robust learning agenda for 2026 and that learning is socialised within the HMH team and the wider organisation alongside global MEAL colleagues. Ensure a robust MEAL system is in place, including an appropriate community feedback mechanism. Regular monitoring and data collections should be analysed and factored into future programme design and development. Line management, team building and staff development within the Programme Support Unit, while establishing strong linkages with other Programmes, Operations, and Support colleagues. Ensure all programme staff are trained in NRC’s project cycle management. Deputising for the HMH Director as needed. What you will bring Preference for 6 years of experience working with complex grants and partner-based project portfolios within humanitarian/recovery and complex contexts. Experience of working on, coordinating or leading consortia or other forms of partnership implementation. Experience in programming alongside local actors and partners, shifting power to a more local level. Experience with start-up operations, and innovative business models of aid. Experience in MEAL systems and approaches, learning elements/background needed. Experience in programme evaluation, learning exercises, and systems change. Leadership experience with strong people development capacity. Strong knowledge of the context in North Africa and/or West Asia. Knowledge of donor landscapes in North Africa and beyond, with high fluency in ECHO, NMFA, FCDO, SDC, GFFO. Capable of working independently, with limited supervision, as well as working well within a team environment. Strong remote management and remote engagement capacities Fluency in English, both written and verbal. Arabic and/or French would be an advantage. Valid driver’s licence.
